structure for the pump houses last week. We have conducted the operating
audit to determine the efficiency of each well in relationship to the cost to
produce water. Wells have been selected to operate in accordance with the
least electrical expense and the system's needs. By changing the operating
schedule and rate structure the City is expected to save approximately $3,758
per year. Staff will also be consulting with an electrician to exam the motor
control panels to correct any conditions that have increased electrical costs.
Staff is also exploring the possibility of converting one of the booster plant
motor to a Variable Frequency Drive motor. This possible conversion could
save electrical and operational expenses system wide, and provide more
stability in the level of water in the tower. Staff will report to Council with our
findings.
* Staff will be monitoring the holding pond adjacent to Pinewood school. As
soon as the frost is out the sedimentation removal will be scheduled with
MnDot.
* Staff has received the final bill for the Pleasantview Drive reconstruction project
from Fridley. We will submit the invoice to Ramsey County for their share,
$52,000, and the MnDot for MSA reimbursement.
* Staff has proceeded with projects and proposals based on last Wednesday's
Infrastructure meeting.
A letter was sent to Ramsey County to prepare a final proposal for
contract maintenance of the 3.6 miles of roads, that Mounds View will
receive pending the turnback. Staff also informed the County of it's
preference to reconstruct Co. Rd. H from Silver Lake Road to the west
Co. line in 1999, verses recycling the surface in 1995.
The RFP for the water meter changeout was received on Tuesday. Staff
is putting the final touches on this document and advertising as soon as
possible.
Staff has authorized SEH to proceed with the Water Conservation Act
and Emergency Plan, and feasibility studies for the sidewalk/trailway on
Silver Lake Road.
Staff will be receiving a proposal from SEH regarding the Pavement
Management Program on Wednesday. If it is delivered in time for the
packet, it will be on the agenda for Monday's Council Meeting.
The Assessment Policy was sent to the attorney for review on Tuesday.
Mike
