1996 Capital Plan
FLEET SERVICES
* A new heating system is requested for the old portion of the
maintenance garage. The old high intensity infrared heaters
are burning out and are not nearly as efficient as newer tube
style. Staff has researched the possibility of installing used
oil burning units to use as primary heat, and maintain the old
system. Since the city has used oil supply on hand, purchasing
oil burners may be a very cost effective alternative. A
ventilation problem was identified_by the _Honeywell report
which causes hazardous gases to remain within the building.
This situation should be corrected. Total funds for the entire
project are included in this estimate. This expenditure is
recommended to be funded from the Water and Wastewater funds
also. Total project is estimated at $30,800.
Estimated cost: $ 10,300. Program: Building and Grounds
* A radio desk remote is proposed to improve communications for
the department. This remote will connect to the base station,
and enable staff to conveniently respond to radio
transmissions.
Estimated cost: $850. Program: Building and Grounds
STREETS
* Ground speed control sanders will provide valuable information
on deicing chemical application. These controls will ensure
accurate application rates and provide necessary documentation
of usage. These upgraded controls will also provide operators
increased awareness of the environment they encounter when
performing Snow and Ice Control, by decreasing both physical
and mental fatigue.
Estimated cost: $ 6,700. Program: Snow and Ice Control
* The addition of liquid calcium chloride to rock salt has been
used in deicing operations. The results were extremely
successful in that the amount of salt applied was reduced and
the melting action at lower temperatures was also increased.
Staff is requesting a storage tank and dispensing system for
this operation. To date staff is utilizing a plastic water
tank and by means of gravity, which is inaccurate and
inefficient.
Estimated cost: $ 3,500. Program: Snow and Ice Control
-43
