REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 7.
nNDS
STAFF REPORT Report Number: 94-105 7WS
li
Cu° Report Date: 2-3-94
AGENDA SESSION DATE February 7, 1994
DISPOSITION
Item Description: Project/Activity Updates
r
Administrator's Review/Recommendation:
- No comments to supplement this report 4/1r1i1 w
- Comments attached.
Explanation/Summary (attach supplement sheets as necessary.)
,SUMMARY;
At the request of Councilmember Trude, Staff was asked to provide a status
report on the current conditions of some of Mounds View's more troublesome
properties. The following is a brief synopsis of the properties and the
activities Staff have been involved in to rectify problems on each.
2908 Ardan Avenue
This property has been vacant for quite some time now following a fire.
Staff recently had the Police Department run a listing of all the calls
they have had on the property in the last two years and did a visual
inspection of the property to document City and State violations. The owner
of the property was found to be a bank in Maryland and, on the advice of
the City Attorney, Staff sent that party a letter outlining the violations
on the property. As in the past, the City will give the owner of record
a time period in which to bring the property into compliance with City
Codes. If the owner fails to take corrective action, the Council will be
asked to adopt a resolution authorizing Staff to invoke the State of
Minnesota Hazardous Property Abatement Statute. If the owner does not
address the code violations, the Council can expect to see the
aforementioned resolution at the March 14, 1994 City Council meeting.
2186 Bronson Drive
This property has been the subject of numerous visits by the Code
Enforcement Officer during the past year. The main issue on the property
is the number of vehicles parked on the site and, whether those vehicles
are parked legally as defined by the Municipal Code. Chapter 40 of the
Municipal Code requires that all vehicles parked off-street must be
currently licensed and parked on an improved surface (Concrete, Asphalt or
Class 5 Gravel) . At present, the vehicles on the site are all currently
licensed and are parked on an improved surface.
It is the opinion of Staff that the problem is the number of vehicles on
the site. The Municipal Code does not address the number of vehicles that
can be located on a specific property.
RECOMMENDATION; ,/ i / -
t Paul Harrington. City Planner
