COUNCIL BUSINESS 1 A. 7:05 p.m. Public Hearing, Second Reading and Adoption of Ordinance 841, 2 Amending the Mounds View City Charter by Changing Title of Clerk-3 Administrator to City Administrator 4 5 Clerk-Administrator Ericson stated that in 2009, the Charter Commission was asked to consider 6 amending the Charter to update the title of the Clerk-Administrator position to a more commonly 7 used title, such as City Administrator. The Council showed support of the first reading and staff 8 recommends adoption of the Second Reading of Ordinance 841. He indicated the effective date 9 is 90 days after Ordinance publication. 10 11 Mayor Flaherty opened the public hearing at 7:13 p.m. Hearing no public input, Mayor Flaherty 12 closed the public hearing at 7:13 p.m. 13 14 Council Member Stigney requested further information on Section 6.03 of the Charter and the 15 need for a unanimous vote for approval. Jonathan Thomas, 8040 Groveland Road, Chair of the 16 Charter Commission, stated the requirements within Minnesota State Statute will be maintained 17 within City Code. He explained that three members of the Council could change City Code but 18 all five would be needed to change the Charter. 19 20 MOTION/SECOND: Mueller/Hull. To Waive the Second Reading and Adopt Ordinance 841, 21 an Ordinance Changing the Title of Clerk-Administrator to City Administrator throughout the 22 Charter and Amending Specific Sections 6.03 and 6.04 Relating to the Duties of the 23 Administrator and Treasurer. 24 25 Mayor Flaherty requested the Ordinance be read for the record. Council Member Mueller read 26 Ordinance 841 in full. 27 28 ROLL CALL: Hull/Stigney/Mu eller/Gunn/Flaherty 29 30 Ayes – 5 Nays – 0 Motion carried. 31 32 B. Resolution 7586, Approving the Hire of Don Peterson as Public Works 33 Supervisor in the Mounds View Public Works Department 34 35 Assistant City Clerk-Administrator Crane stated on December 14, 2009 the City Council 36 authorized staff to publicize and advertize the position of Public Works Supervisor. Staff 37 interviewed 15 candidates, three of which were internal. Two rounds of interviews were held, 38 along with a round of computer testing. After completion of the interviews and testing, staff 39 recommends hiring Don Peterson as the Public Works Supervisor for the Mounds View Public 40 Works Department. Mr. Peterson would begin employment with the City on Monday, March 29, 41 2010. 42 43 Council Member Mueller understood that the City was foregoing pay increases at this time and 44 questioned if the proposed pay increases for Mr. Peterson were written into this employment 45
