Mounds View City Council March 8, 2010 <br />Regular Meeting Page 3 <br /> <br />agreement. Assistant City Clerk-Administrator Crane stated the step increases were spelled out 1 <br />to Mr. Peterson and would be based on his performance over the coming year. 2 <br /> 3 <br />MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 7586, 4 <br />Approving the Hire of Don Peterson to the Position of Public Works Supervisor. 5 <br /> 6 <br />Council Member Stigney stated staff has indicated this hire would reduce the overall engineering 7 <br />expenses of the City. He also said that he did not feel now was the time for the City to be hiring 8 <br />new personnel with the reductions in LGA. 9 <br /> 10 <br />Council Member Mueller explained the private sector has been making numerous changes to 11 <br />restructure staff to meet the current needs given the state of the economy. She trusted that staff 12 <br />was coming forward with this recommendation as Mr. Peterson would meet the current needs of 13 <br />the City. 14 <br /> 15 <br />Council Member Stigney agreed with the need for engineering staff but felt the department 16 <br />should have been restructured to eliminate the need for two supervisory positions. 17 <br /> 18 <br />Mayor Flaherty indicated he was in agreement with Council Member Stigney initially. However, 19 <br />staff believes that the City could save over $160,000 in consulting fees through the hiring of Mr. 20 <br />Peterson. He explained that in the long run, the hire would save the community money. 21 <br /> 22 <br />Council Member Mueller noted in 2009 the City paid out $900,000 in consulting fees. She 23 <br />indicated the hiring of additional staff would ceduce this expense greatly. 24 <br /> 25 <br /> Ayes – 4 Nays – 1 (Stigney) Motion carried. 26 <br /> 27 <br />C. First Reading of Ordinance 835, an Ordinance Amending Title 500 of the 28 <br />City Code Regarding Lawful Gambling 29 <br /> 30 <br />Clerk-Administrator Ericson stated Staff had identified many deficiencies in City Code relative 31 <br />to Charitable Gambling and initiated a process to amend Title 500 of the Code. These changes 32 <br />would remove the relevant charitable gambling requirements from the two liquor license chapters 33 <br />and create a new, standalone chapter addressing such issues. Staff has been working with the 34 <br />City Attorney on the matter and at the September 2009 work session, the Council reviewed a 35 <br />draft of the ordinance. While some questions remained unanswered, the ordinance was referred 36 <br />to the September 14, 2009 Council meeting for a first reading. 37 <br /> 38 <br />Clerk-Administrator Ericson explained that because of questions associated with the proposed 39 <br />“10% Fund,” the ordinance was put on hold and representatives from the two organizations 40 <br />licensed to conduct charitable gambling in the City were invited to attend a Council meeting to 41 <br />provide their input. This occurred at the Council’s December 2009 Work Session. 42 <br />Representatives from Lake Region Hockey Association, the licensed organization conducting 43 <br />charitable Gambling at Moe’s, and Spring Lake Park Lions, the licensed organization conducting 44 <br />charitable gambling at Robert’s, asked the City to reconsider establishing a 10% Fund as there 45
