Mounds View City Council March 8, 2010 Regular Meeting Page 4 was very little gambling revenue available and any further reduction after taxes and other 1 expenses would further inhibit their ability to “give back” to the trade area. 2 3 Clerk-Administrator Ericson stated that staff brought the draft ordinance to the City Council at 4 their March 2010 Work Session in an effort to get direction regarding the 10% Fund as well as 5 local permits. The Council consented to removing the 10% language from the ordinance but 6 wanted to review the matter again in a year to determine whether such an amendment would 7 make sense. After much deliberation, a consensus was reached that exempt and excluded lawful 8 gambling would not need to be approved by the City. The other change proposed by the revised 9 ordinance would require that a licensed organization would be ineligible for a premises permit if 10 their organization was not local to the trade area. 11 12 Staff recommends approval of the first reading and reintroduction of Ordinance 835, an 13 ordinance amending Title 500 of the Mounds View City Code regarding charitable gambling. 14 Because of the time that has elapsed since the reading approved by the City Council on 15 September 14, 2009 and the changes made to the Ordinance since then, staff and the City 16 Attorney agreed that a new first reading to reintroduce the ordinance would be appropriate. The 17 second reading and adoption is presently scheduled for Council consideration on March 22, 18 2010. 19 20 Council Member Stigney questioned if the Ordinance should mention the fact that it would be 21 reviewed on a yearly basis. Clerk-Administrator Ericson stated this would be more of a policy 22 decision and that the Council should not write such a provision into the Ordinance. 23 24 MOTION/SECOND: Gunn/Mueller. To Waive the First Reading and Reintroduce Ordinance 25 835, Amending Title 500 of the Mounds View City Code Regarding Charitable Gambling, 26 creating a new Chapter 518 regulating Lawful Gambling and Amending Title 500, Sections 27 502.13 and 503.09, to be consistent with the New Chapter 518. 28 29 Ayes – 5 Nays – 0 Motion carried. 30 31 D. Resolution 7587, Designating the 2009 Citizenship Award 32 33 Assistant City Clerk-Administrator Crane stated the City of Mounds View Citizenship Award 34 recognizes a Mounds View resident who represents the energetic, courageous, persistent and 35 informed involvement of an ordinary citizen in the issues and challenges that affect the City of 36 Mounds View. The award seeks to honor highly effective community leaders who have invested 37 a significant amount of time improving their community. 38 39 The City received four nomination forms (two of the nomination forms are for one resident) for 40 the Mounds View Citizenship Award. Nominations were reviewed by the City Council at the 41 March 1st Work Session. The City Council made a decision to designate the 2009 Mounds View 42 Citizenship Award to Diane Wuori. 43 44
