Mounds View City Council March 8, 2010 <br />Regular Meeting Page 4 <br /> <br />was very little gambling revenue available and any further reduction after taxes and other 1 <br />expenses would further inhibit their ability to “give back” to the trade area. 2 <br /> 3 <br />Clerk-Administrator Ericson stated that staff brought the draft ordinance to the City Council at 4 <br />their March 2010 Work Session in an effort to get direction regarding the 10% Fund as well as 5 <br />local permits. The Council consented to removing the 10% language from the ordinance but 6 <br />wanted to review the matter again in a year to determine whether such an amendment would 7 <br />make sense. After much deliberation, a consensus was reached that exempt and excluded lawful 8 <br />gambling would not need to be approved by the City. The other change proposed by the revised 9 <br />ordinance would require that a licensed organization would be ineligible for a premises permit if 10 <br />their organization was not local to the trade area. 11 <br /> 12 <br />Staff recommends approval of the first reading and reintroduction of Ordinance 835, an 13 <br />ordinance amending Title 500 of the Mounds View City Code regarding charitable gambling. 14 <br />Because of the time that has elapsed since the reading approved by the City Council on 15 <br />September 14, 2009 and the changes made to the Ordinance since then, staff and the City 16 <br />Attorney agreed that a new first reading to reintroduce the ordinance would be appropriate. The 17 <br />second reading and adoption is presently scheduled for Council consideration on March 22, 18 <br />2010. 19 <br /> 20 <br />Council Member Stigney questioned if the Ordinance should mention the fact that it would be 21 <br />reviewed on a yearly basis. Clerk-Administrator Ericson stated this would be more of a policy 22 <br />decision and that the Council should not write such a provision into the Ordinance. 23 <br /> 24 <br />MOTION/SECOND: Gunn/Mueller. Resolution 7587, Designating the 2009 Citizenship Award 32 <br /> 33 <br />Assistant City Clerk-Administrator Crane stated the City of Mounds View Citizenship Award 34 <br />recognizes a Mounds View resident who represents the energetic, courageous, persistent and 35 <br />informed involvement of an ordinary citizen in the issues and challenges that affect the City of 36 <br />Mounds View. The award seeks to honor highly effective community leaders who have invested 37 <br />a significant amount of time improving their community. 38 <br /> 39 <br />The City received four nomination forms (two of the nomination forms are for one resident) for 40 <br />the Mounds View Citizenship Award. Nominations were reviewed by the City Council at the 41 <br />March 1st Work Session. The City Council made a decision to designate the 2009 Mounds View 42 <br />Citizenship Award to Diane Wuori. 43 <br /> 44
