Mounds View City Council March 8, 2010 <br />Regular Meeting Page 5 <br /> <br />The Mounds View Citizenship Award is scheduled to be presented at the March 29th Town Hall 1 <br />Meeting, located at Mounds View City Hall. Ms. Wuori has been notified of the meeting and 2 <br />said she would be attending the meeting.. Staff has attached a draft of the plaque that will be 3 <br />presented at the Town Hall Meeting. 4 <br /> 5 <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 7587, 6 <br />Designating the 2009 Citizenship Award to Diane Wuori. 7 <br /> 8 <br />Mayor Flaherty indicated Diane Wuori was a great candidate for the City to honor this year. 9 <br /> 10 <br />Council Member Mueller agreed adding that all candidates were worthy of receiving the award 11 <br />this year. 12 <br /> 13 <br /> Ayes – 5 Nays – 0 Motion carried. 14 <br /> 15 <br />E. Resolution 7588, Approving the City of Mounds View Code of Conduct and 16 <br />Statement of Values 17 <br /> 18 <br />Clerk-Administrator Ericson stated that last year, the League of Minnesota Cities (LMC) 19 <br />established a ten-member Ethics Advisory Panel to work toward creating a product that would 20 <br />promote high standards of ethical behavior while providing a helpful framework to city officials 21 <br />who deal with such issues. The Panel, which included Council Member Mueller, produced two 22 <br />model documents—a code of conduct and a statement of values. The City Council reviewed the 23 <br />documents at the March 1, 2010 Work Session and directed staff to prepare a resolution to 24 <br />formally approve both. 25 <br /> 26 <br />Clerk-Administrator Ericson reviewed the documents further noting the Code of Conduct is a 27 <br />“law-based” document, incorporating very specific standards of behavior that are already written 28 <br />into State Statute or that have been handed down by court rulings. The Code of Conduct also 29 <br />offers legal methods for dealing with infractions. The Statement of Values is an aspirational 30 <br />document, intended to provide a framework for ethical decision-making. The values it promotes 31 <br />can only be self-enforced, primarily by providing an ethical anchor, raising the quality of 32 <br />discussion and expectation among City officials and in the community, and by appealing to the 33 <br />conscience of the individual. 34 <br /> 35 <br />Clerk-Administrator Ericson presented staff’s recommendation to approve Resolution 7588 36 <br />which formally adopts the Code of Conduct and Statement of Values policies. Upon adoption, 37 <br />both documents will be made available to all commission and committee members and 38 <br />employees. 39 <br /> 40 <br />Council Member Mueller stated it was a privilege to work on the task force. She explained there 41 <br />were 10 members on the task force and each representative had a different perspective of ethical 42 <br />behavior. Through numerous discussions, the Code of Conduct policy and State of Values were 43 <br />drafted and designed to create a standard or benchmark of expected behaviors. All 854 member 44 <br />cities within the League of Minnesota Cities were given these documents to review and approve. 45
