Resolution 7588, Approving the City of Mounds View Code of Conduct and 16
Statement of Values 17
18
Clerk-Administrator Ericson stated that last year, the League of Minnesota Cities (LMC) 19
established a ten-member Ethics Advisory Panel to work toward creating a product that would 20
promote high standards of ethical behavior while providing a helpful framework to city officials 21
who deal with such issues. The Panel, which included Council Member Mueller, produced two 22
model documents—a code of conduct and a statement of values. The City Council reviewed the 23
documents at the March 1, 2010 Work Session and directed staff to prepare a resolution to 24
formally approve both. 25
26
Clerk-Administrator Ericson reviewed the documents further noting the Code of Conduct is a 27
“law-based” document, incorporating very specific standards of behavior that are already written 28
into State Statute or that have been handed down by court rulings. The Code of Conduct also 29
offers legal methods for dealing with infractions. The Statement of Values is an aspirational 30
document, intended to provide a framework for ethical decision-making. The values it promotes 31
can only be self-enforced, primarily by providing an ethical anchor, raising the quality of 32
discussion and expectation among City officials and in the community, and by appealing to the 33
conscience of the individual. 34
35
Clerk-Administrator Ericson presented staff’s recommendation to approve Resolution 7588 36
which formally adopts the Code of Conduct and Statement of Values policies. Upon adoption, 37
both documents will be made available to all commission and committee members and 38
employees. 39
40
Council Member Mueller stated it was a privilege to work on the task force. She explained there 41
were 10 members on the task force and each representative had a different perspective of ethical 42
behavior. Through numerous discussions, the Code of Conduct policy and State of Values were 43
drafted and designed to create a standard or benchmark of expected behaviors. All 854 member 44
cities within the League of Minnesota Cities were given these documents to review and approve. 45
