To Waive the Reading and Adopt Resolution 7588, 2 <br />Formally Adopting the Code of Conduct and Statement of Values Policies. 3 <br /> 4 <br />Council Member Stigney reviewed several language changes on the Code of Conduct and asked 5 <br />for clarification on Item B. 6 <br /> 7 <br />Council Member Mueller noted the intention of Item B was for issues when all Council Members 8 <br />were stakeholders in a decision. Item B would assure that the Council was voting for the good of 9 <br />the City and not based on personal agendas or for any financial gain. 10 <br /> 11 <br />In the Statement of Values, Council Member Stigney requested the reference to “citizens” be 12 <br />changed to the word “residents.” 13 <br /> 14 <br />Council Member Mueller indicated the word “citizens” was chosen so as to include local 15 <br />business owners. 16 <br /> 17 <br />Mayor Flaherty stated the Code of Conduct and Statement of Values were valuable documents 18 <br />for the City to adhere to going forward. He suggested that Staff post each document on the City 19 <br />website 20 <br /> 21 <br /> Ayes – 5 Nays – 0 Motion carried. 22 <br /> 23 <br />F. Resolution 7589, Approve the 2010 City Council Goals and Priorities 24 <br /> 25 <br />Clerk-Administrator Ericson stated that the Mounds View City Council held a retreat at Random 26 <br />Park on February 12, 2010, with the department heads to discuss, among other things, goals and 27 <br />priorities for 2010. The information would be presented to the community at the Town Hall 28 <br />meeting in March. 29 <br /> 30 <br />The goals and priorities as considered by the Council are as follows, listed in order of 31 <br />importance: 32 <br /> 33 <br />1. Address Immediate Budget Constraints and Achieve Budget Sustainability 34 <br />2. Enhance City Revenue Streams 35 <br />3. Focus on County Highway 10 Development and Redevelopment 36 <br />4. Continue implementing the Street and Utility Improvement Program 37 <br />5. Continue Emphasis on Code Enforcement throughout the City 38 <br />6. Ensure Long-Term Municipal I-net Backbone Connectivity 39 <br />7. Continue Focus on Issues Relating to Home Foreclosures and Vacancies 40 <br />8. Assess and Improve Community Center Operations 41 <br />9. Continue to Encourage Public Participation and Improve Communications 42 <br /> 43 <br />Council Member Mueller questioned how the goals were prioritized. Clerk-Administrator 44 <br />Ericson stated the Council arranged the goals and set the order. 45
