Mounds View City Council September 13, 2010 <br />Regular Meeting Page 6 <br /> <br />Finance Director Beer explained the property owner may pay the amount due by 4:30 P.M. on 1 <br />Monday, September 13, 2010 in order to avoid the $35.00 administrative fee. The owner may 2 <br />prepay the assessment between September 14, 2010 and October 13, 2010 without paying 3 <br />additional interest. After that, interest at the rate of 5.50% will accrue from September 13, 2010 4 <br />through the payment date. On or after October 14, 2010, we will forward the assessment roll to 5 <br />Ramsey County for collection with the 2011 property taxes. Staff recommended Council adopt 6 <br />the Special Assessment Levy for Private Improvements in Area B/C, making one change to the 7 <br />Resolution reflecting these improvements were for Area B/C. 8 <br /> 9 <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 7670, 10 <br />Adopting a Special Assessment Levy for Private Improvements in Area B/C of the Street and 11 <br />Utility Improvement Program. 12 <br /> 13 <br /> Ayes – 5 Nays – 0 Motion carried. 14 <br /> 15 <br />F. Resolution 7661, Appointing Deputy Chief Thomas Kinney to the Position of 16 <br />Police Chief. 17 <br /> 18 <br />City Administrator Ericson indicated Deputy Chief Tom Kinney was appointed the interim police 19 <br />chief by action of the City Council on October 26, 2009. The resolution effectuating the 20 <br />appointment, Resolution 7516, provided Deputy Chief Kinney with an interim wage increase of 21 <br />10% over his then current rate of pay to compensate him for the additional responsibilities. 22 <br /> 23 <br />City Administrator Ericson explained Deputy Chief Kinney is presently at Step 5 of the Deputy 24 <br />Chief pay range ($39.38 per hour), plus, with the interim status, plus an additional 10% to 25 <br />account for the responsibilities associated with both positions. Rather than decreasing Mr. 26 <br />Kinney’s salary, an option would be to continue his present wage of $43.32 per hour and forego 27 <br />the typical step increase at 12 months. The step increase to Step 5 would not occur until after 18 28 <br />months, and only upon a satisfactory performance evaluation. 29 <br /> 30 <br />City Administrator Ericson recommended the City Council approve Resolution 7661 which 31 <br />approves the promotion of Deputy Chief Thomas Kinney to the position of Mounds View Chief 32 <br />of Police, maintaining his present rate of pay of $43.32 per hour for 18 months, after which point 33 <br />Mr. Kinney would be eligible for a wage and step increase to Step 5, presently $44.76 per hour. 34 <br /> 35 <br />Council Member Mueller questioned if it was standard to allow the Police Chief to have a 36 <br />vehicle. City Administrator Ericson noted this has been the practice. 37 <br /> 38 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7661, 39 <br />Appointing Deputy Chief Thomas Kinney to the Position of Police Chief. 40 <br /> 41 <br />Council Member Stigney indicated he struggled with discussing the Chief’s compensation at this 42 <br />evenings meeting. He recommended these issues come to the Personnel Committee prior to 43 <br />coming before the Council for approval. 44 <br /> 45
