2008 Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> <br />Chapter 3: Land Use <br /> <br />3-5 <br />Goal 4: Prevent development or redevelopment that does not have a sufficient <br />level of supportive and service facilities (utilities, parking, access, etc.). <br /> <br />Policies: <br /> <br />a. Ensure that the intensification of land use activity and development would have sufficient <br />corresponding increase in related supportive and service facilities such as parks, off-street <br />parking, loading, surface water management, etc. <br /> <br />b. Ensure that high-density development has reasonable, but not necessarily direct, access to <br />major thoroughfares. <br /> <br /> <br />Residential <br /> <br />Goal 1: Preserve the identity and improve the quality and appearance of existing <br />neighborhoods. <br /> <br />Policies: <br /> <br />a. High-density housing shall be located within easy access of a major thoroughfare to not <br />introduce an excessive amount of vehicular traffic onto local residential streets. <br /> <br />b. A major consideration for city approval or denial of any multiple-family dwelling project <br />will be its compatibility with surrounding land uses. <br /> <br />c. The City shall not allow the placement or use of high-density housing specifically as a <br />buffer or land use capable of absorbing negative impacts. <br /> <br />d. The City may allow medium-density single-family attached housing in transitional areas <br />between single-family detached residential neighborhoods and high-density residential <br />development. <br /> <br />e. The City shall maintain and preserve the existing character of low-density neighborhoods by <br />preventing encroachment from higher use types and by buffering residential neighborhoods <br />from other types of land use. The City may use some redevelopment of low-density <br />residential uses on the fringe of these neighborhoods to provide buffering between land uses. <br /> <br />
