2008 Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> <br />Chapter 3: Land Use <br /> <br />3-6 <br />f. The City will consider the subdivision of existing large lot single-family residential lots on a <br />case-by-case basis. The City will use such reviews to ensure that new development is <br />consistent with city needs and compatible with surrounding development. <br /> <br />g. Substandard housing shall be rehabilitated or redeveloped through private means and/or <br />public assistance, or removed when judged not economically feasible to correct deficiencies. <br /> <br />h. The City shall ensure that property owners and managers properly maintain the residential <br />amenities required by the City or by the city zoning and subdivision regulations. <br /> <br />i. The City shall uniformly enforce the housing maintenance code in order to protect the health, <br />safety and welfare of residents and occupants and to ensure the ongoing stability of <br />residential neighborhoods. <br /> <br />j. The City shall strive to protect residential neighborhoods from penetration by through traffic. <br /> <br />k. Protect residential developments from adverse environmental impacts, including noise, air, <br />and visual pollution. <br /> <br />l. Prohibit commercial development and redevelopment in residential areas. <br /> <br /> <br />Goal 2: Provide safe, healthy, and attractive residential environments that offer a <br />broad and full choice of housing opportunities to meet the needs of all <br />segments of the population. <br /> <br />Policies: <br /> <br />a. The City will review proposals for new and replacement housing to ensure that affordable <br />housing levels remain within the Metropolitan Council benchmark ranges. <br /> <br />b. The City should not allow the concentration of housing for low and moderate-income <br />families and individuals in a single project or area. <br /> <br />c. When providing low and moderate-income housing, priority should be given to existing <br />Mounds View residents to the extent possible. <br /> <br />d. The City shall use the city newsletter, local news media, and the city website to inform <br />residents of housing assistance and program availability. <br />
