2008 Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> <br />Chapter 3: Land Use <br /> <br />3-7 <br />e. Minimize administrative costs of housing programs by using non-city staff (i.e. state and <br />regional agency staff, private institution staff, etc.) whenever possible. <br /> <br />f. Consider allowing the development of additional single-family attached homes to <br />supplement the existing single-family detached homes, manufactured homes, and <br />apartments. <br /> <br />g. The City shall limit the location of higher density, apartment-type housing to areas that offer <br />a wide range of existing supportive service; major service and commercial centers, parks, <br />playgrounds, schools and other similar uses. <br /> <br />h. The City shall ensure that all new housing, including housing affordable to low and <br />moderate-income families and individuals, adheres to the highest city design, planning and <br />construction standards. <br /> <br />i. Identify innovative strategies for providing more and affordable life cycle housing. <br /> <br />j. Provide expanded opportunities for housing ownership made available by various federal, <br />state, local governments and non-profit agencies. <br /> <br />Goal 3: Encourage a creative approach to the use of land and related residential <br />development. <br /> <br />Policies: <br /> <br />a. Encourage design and planning innovations in both housing and land development and <br />redevelopment. <br /> <br />b. The City will consider all types of housing, provided each is located according to the goals <br />and policies of the Comprehensive Plan and if the plans and design qualities meet all <br />applicable city codes and standards. <br /> <br />c. The City will encourage the upgrade and expansion of homes by providing flexible standards <br />that address the unique circumstances of expanding existing single dwellings. <br /> <br />d. Support the use of planned unit development for sites with development or redevelopment <br />challenges including site shape or significant natural features to allow for creative design and <br />site preservation. <br /> <br />e. Support quality residential development and redevelopment throughout the City by using <br />education, design standards and code enforcement. <br />
