2008 Mounds View Comprehensive Plan
______________________________________________________________________________

Chapter 3: Land Use

3-7
e. Minimize administrative costs of housing programs by using non-city staff (i.e. state and
regional agency staff, private institution staff, etc.) whenever possible.

f. Consider allowing the development of additional single-family attached homes to
supplement the existing single-family detached homes, manufactured homes, and
apartments.

g. The City shall limit the location of higher density, apartment-type housing to areas that offer
a wide range of existing supportive service; major service and commercial centers, parks,
playgrounds, schools and other similar uses.

h. The City shall ensure that all new housing, including housing affordable to low and
moderate-income families and individuals, adheres to the highest city design, planning and
construction standards.

i. Identify innovative strategies for providing more and affordable life cycle housing.

j. Provide expanded opportunities for housing ownership made available by various federal,
state, local governments and non-profit agencies.

Goal 3: Encourage a creative approach to the use of land and related residential
development.

Policies:

a. Encourage design and planning innovations in both housing and land development and
redevelopment.

b. The City will consider all types of housing, provided each is located according to the goals
and policies of the Comprehensive Plan and if the plans and design qualities meet all
applicable city codes and standards.

c. The City will encourage the upgrade and expansion of homes by providing flexible standards
that address the unique circumstances of expanding existing single dwellings.

d. Support the use of planned unit development for sites with development or redevelopment
challenges including site shape or significant natural features to allow for creative design and
site preservation.

e. Support quality residential development and redevelopment throughout the City by using
education, design standards and code enforcement.
