2008 Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> <br />Chapter 3: Land Use <br /> <br />3-8 <br />Goal 4: Protect residential land uses near the Anoka County-Blaine Airport from <br />noise impacts. <br /> <br />Policy: <br /> <br />a. Develop a close and continuing liaison with the Minnesota Legislature, Metropolitan <br />Council, and Metropolitan Airports Commission in the planning process for the Anoka <br />County-Blaine Airport. These relationships are to provide mitigation of noise impacts <br />through adjustment of flight patterns, operational changes, and the soundproofing of homes. <br /> <br />b. Support continued compliance with the Settlement Agreement and Mutual Release entered <br />into on May 15, 2000, by, and between the City of Mounds View, Metropolitan Airports <br />Commission, and the Metropolitan Council. This agreement limits the length of the north- <br />south runway to its current length of 4,855 feet and prohibits the installation or operation of <br />an Instrument Landing System or Microwave Landing System on the north-south runway. <br /> <br />c. Support continued classification by the Minnesota Legislature of the Anoka County-Blaine <br />Airport as a “minor use airport” and oppose any proposals to expand the definition or <br />characteristics of a “minor use airport”, including but not limited to, runway length of minor <br />use airports. <br /> <br /> <br />Commercial <br /> <br />Goal 1: The City shall consider commercial development and redevelopment <br />along County Highway 10 to provide a broader tax base and an expanded <br />employment base. <br /> <br />Policies: <br /> <br />a. Continue to maintain and expand the City’s commercial tax base to help pay for City <br />services and to reduce the tax impact on residential properties. <br /> <br />b. The City shall work with commercial developers to ensure that all commercial development <br />and redevelopment projects are an asset to the City and so they meet City standards. <br /> <br />c. Identify commercial land uses and activities complementary to existing activities and <br />promote and facilitate the development of such businesses and land uses. <br /> <br />d. Ensure that development occurring along County Highway 10 is consistent and helps <br />implement the city-approved design theme.
