The City shall support educational efforts to provide homeowners, homeowner associations <br />and landlords with information about property maintenance and available resources. <br /> <br />g. The City will encourage and assist residential property owners to apply for housing <br />rehabilitation assistance through the Housing Resource Center, Ramsey County, or the <br />Metropolitan Council. <br /> <br />h. The City will continue to explore funding possibilities (both loans and grants) that the City <br />could use for single-family or multi-family housing rehabilitation projects. <br /> <br />i. The City should consider establishing a revolving loan fund for citizens of Mounds View to <br />use for single-family housing rehabilitation. <br /> <br />j. Where feasible, target the city’s older neighborhoods for infrastructure and other public <br />improvements as a catalyst for housing renewal. <br /> <br />k. Mounds View will continue participating in a multi-city annual home & garden fair to <br />encourage housing improvements and rehabilitation. <br /> <br />l. The City may consider exploring the benefits and drawbacks of a Point-of-Sale or Truth-in- <br />Housing program. <br /> <br />m. Mounds View will continue to promote and encourage participation in the Property <br />Manager’s Coalition. <br /> <br />n. The City will continue using the Rental Housing Inspection Program for all rental properties. <br /> <br />Goal 3: Administer housing programs in an efficient and cost effective manner. <br /> <br />Policies: <br /> <br />a. Use the city newsletter, local news media, and the city website to inform residents of housing <br />program availability. <br /> <br />b. Minimize the administrative costs of housing programs by using non-city staff (i.e. state and <br />regional agency staff, private institution staff, etc.) <br /> <br />c. Continue partnerships with non-profits and government agencies such as the Metropolitan <br />Council and Ramsey County that administer life-cycle and affordable housing programs.
