2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 5: Public Facilities <br /> <br />5-4 <br />c. Ensure coordination in the planning and design of systems among all utility improvement <br />programs. <br /> <br />d. Ensure the full use of public facilities and services before making new public investments. <br /> <br />e. Minimize the impact of utility facilities and services on surrounding uses. <br /> <br /> <br />Goal 6: Provide accessible public open space and recreational facilities that serve <br />a wide variety of users. <br /> <br />Policies: <br /> <br />a. Maintain and make improvements to parks and open space to serve both neighborhood and <br />city needs. <br /> <br />b. Program recreation and open space improvements with a capital improvement program and <br />update it on an annual basis as required by the City Charter. <br /> <br />c. Develop an extensive and varied year round recreation program that meets the needs of all <br />age groups in the city. <br /> <br />d. The City shall develop and improve parks and open space to preserve and take advantage of <br />natural features. <br /> <br />e. Mounds View may acquire tax forfeited and state trust land for public use when the City <br />determines that such acquisitions are in the best interests of the city. <br /> <br />f. The City will appropriately maintain active and passive recreation areas throughout the city. <br /> <br />g. To what extent possible, parks and open space shall be equitably distributed and maintained <br />throughout the city, taking care that sufficient facilities are available and tailored to meet the <br />life-cycle needs of the residents. <br /> <br />h. The City will require private developers to contribute a park dedication fee in lieu of land for <br />Mounds View to use for the purchase and/or development of recreational open space or <br />facilities. Where this is not feasible or desirable, the City will require developers to set aside <br />a portion of their land for public use. <br /> <br />i. Design and maintain parks with proper lighting, landscaping, shelter design, etc. to ensure a <br />high degree of public and property safety.
