2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 5: Public Facilities <br /> <br />5-5 <br />j. Ensure continual citizen participation in the planning, development and operation of <br />recreational open space and parks. <br /> <br />k. Maintain and improve the City’s park and open space system according to the <br />Comprehensive Park Improvement Plan. <br /> <br />l. Provide safe and convenient trail and pedestrian connections to facilities in Mounds View, <br />and to county and adjacent city facilities and trails. <br /> <br />m. Ensure there is adequate parking to serve park and recreational facilities. <br /> <br />n. Where necessary, screen, fence and/or buffer parks and open space areas for the safety and <br />protection of the users. <br /> <br />o. The City shall plan and develop park and open space facilities in cooperation with similar <br />services of surrounding cities and the metropolitan area as a whole. <br /> <br />p. Encourage and promote the use of public facilities in order to generate revenue. Explore all <br />options to increase rental usage of the city parks and indoor spaces.
