2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 5: Public Facilities <br /> <br />5-6 <br />Community Facilities <br /> <br />The term community facility includes a wide range of buildings and facilities that the City and other <br />agencies provide as a service to citizens. Community facilities include parks and open space, public <br />buildings, public utilities, and schools. These facilities are in place in Mounds View and the City is <br />not planning any new facilities. Some redevelopment and expansion of existing facilities may occur <br />in the future as facilities and equipment age. <br /> <br />Parks and Open Space <br /> <br />Parks and open space areas in Mounds View include municipally owned and operated neighborhood <br />and community parks and special use facilities. There are nine neighborhood parks, three <br />community parks, and one special use park. Figure 10 on page 5-10 shows the location of parks and <br />Table 18 on page 5-9 illustrates the facilities present at the various parks in Mounds View. <br /> <br />The Metropolitan Council requires local communities to map and plan for regional parks, open <br />space, and trails that fall within the city’s boundaries. This requirement ensures that the region’s <br />park and trail system, which often spans more than one city, is connected and planned in an efficient <br />and coordinated manner. The Metropolitan Council’s Regional Parks Policy Plan identifies one <br />planned regional facility within Mounds View. The Rice Creek North Regional Trail is planned to <br />follow along Rice Creek in the southeast corner of the city. A portion of the trail paralleling County <br />Road H has already been completed. This future regional trail alignment is shown on the <br />Community Facilities Map in Figure 9 on page 5-10. <br /> <br />The City’s Park Capital Improvement Plan is provided in Appendix D on page D-1. <br /> <br /> <br />Public Buildings <br /> <br />Mounds View public buildings include City Hall which includes the city administrative offices and <br />the police department, the public works maintenance facility, the community center, park buildings <br />and park shelters. <br /> <br /> <br /> <br /> <br /> <br /> <br />
