<br />Item No: 07D <br />Meeting Date: November 9, 2009 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Clerk-Administrator <br /> <br />Item Title/Subject: Resolution 7521, Approving Severance for Police Officer <br />Kenneth Koss <br /> <br />Background <br /> <br />Kenneth Koss resigned as a Mounds View Police Officer effective October 26, 2009. <br /> <br />Discussion <br /> <br />Resolution 7521 provides for a payout of Kenneth Koss’s vacation time, and compensatory <br />time. In accordance with the LELS Police Officers Union Contract, it states: <br /> <br />ARTICLE 23 - SEVERANCE PAY <br /> <br />23.1 Lump Sum Severance <br /> <br />A. Upon separation from employment with the City, employees with less than <br />twenty (20) years of service and leave in good standing will receive a lump- <br />sum taxable severance compensation for all accrued vacation and <br />compensatory time. <br /> <br />Although Mr. Koss did not complete probation with the Police Department, the City <br />Attorney recommended that the City pay out for Mr. Koss’ vacation and compensatory time <br />in accordance with the LELS Police Officers contract. <br /> <br />Mr. Koss is authorized a vacation time payout totaling $414.41. This is calculated as 20.02 <br />vacation hours times his hourly rate of $20.70. <br /> <br />Mr. Koss is authorized a compensatory time payout totaling $15.52. This is calculated as <br />0.75 compensatory hours times his hourly rate of $20.70. <br /> <br />Recommendation <br /> <br />Staff recommends severance payment for Kenneth Koss in the amount of $429.93 in <br />accordance with the LELS Police Officers Union Contract. <br /> <br />Respectfully submitted, <br /> <br />_____________________________ <br />Desaree Crane <br /> <br />
