Resolution 7512, Authorizing Fencing Improvements to Ball Field Backstops 5 <br />at Silver View Park, City Hall Park, Groveland Park, and Hillview Park. 6 <br /> 7 <br />Public Works Director DeBar reported on the aging fence conditions at Silver View Park, City 8 <br />Hall Park, Groveland Park, and Hillview Park and recommendation of the Parks and Recreation 9 <br />Commission and staff for Lambert Parl, fencing improvements. With regard to Lambert Park, 10 <br />fencing improvements are needed but recommended to be performed when the Lambert Park 11 <br />building is constructed. He reviewed the specifications of proposed fencing to assure player and 12 <br />spectator safety and presented the three quotes received. Public Works Director DeBar stated the 13 <br />improvements are in the current year budget and would be paid from the Park Dedication Fund. 14 <br /> 15 <br />Council Member Mueller asked if the need for these improvements was raised several years ago. 16 <br />Mayor Flaherty stated it was first brought up in 2005 or 2006. Council Member Mueller asked if 17 <br />shrubbery recently removed at Groveland Park contributes to fence deterioration, is that why the 18 <br />bushes were removed from Groveland Park? Public Works Director DeBar stated that removing 19 <br />those particular shrubs had more to do with maintenance since the faster growth vegetation had 20 <br />gotten out-of hand. 21 <br /> 22 <br />MOTION/SECOND: Mueller/Stigney. To Waive the Reading and Adopt Resolution 7512, 23 <br />Authorizing Fencing Improvements to Ball Field Backstops at Silver View Park, City Hall Park, 24 <br />Groveland Park, and Hillview Park, with the correction of several typographical errors. 25 <br /> 26 <br />Mayor Flaherty stated this need was put off several years ago; however, there is a need to assure 27 <br />safety to protect spectators from foul balls. 28 <br /> 29 <br /> Ayes – 5 Nays – 0 Motion carried. 30 <br /> 31 <br />8. Set a Public Hearing for Monday, November 23, 2009, at 7:05 p.m., to 37 <br />Approve the 2010 Mounds View Fee Schedule. 38 <br />C. Resolution 7511, Authorizing a One-Day Charitable Gambling Permit 39 <br />(Raffle) for the New Brighton/Mounds View Rotary at The Mermaid on 40 <br />April 16, 2010. 41 <br />D. Set a Public Hearing for Monday, October 26, 2009, at 7:05 p.m. for the 42 <br />Introduction and First Reading of Ordinance 837, Code Amendment about 43 <br />Voting Requirements for Zoning Code Amendments. 44
