To Approve Resolution 7195, Reclassifying the 4 Assistant to the City Clerk/Administrator Position to Assistant City Clerk/Administrator. 5 6 Council Member Mueller indicated that if the Assistant City Administrator position becomes 7 vacant at some time in the future, the City would most likely replace with the Assistant to the 8 City Administrator position, but she does support this at this time. 9 10 Ayes – 5 Nays – 0 Motion carried. 11 12 I. Introduction and First Reading of Ordinance 801 Amending Title 1000, 13 Chapter 1008 of the Mounds View City Code Regarding Requirements for 14 Signs And Billboards 15 16 Attorney Riggs explained that the moratorium expires in February of 2008. He then provided an 17 overview of the Ordinance for the Council. This Ordinance would allow the City to control the 18 types of signage at this time. The Ordinance can be changed at any time that the City determines 19 it to be necessary to do so. 20 21 Council Member Mueller asked how the sign in Walgreen’s and the City Hall sign would be 22 affected by the Ordinance. 23 24 Attorney Riggs indicated that they would be nonconforming uses. This would apply uniformly to 25 any sign in the community, and one step could be to allow those types of signs. The cities have 26 determined, by study, that the larger signs are distracting to drivers. 27 28 City Attorney Riggs indicated that this is a very good first step to handle issues that the City is 29 already dealing with, and amendments can be made in the future, when necessary. 30 31 MOTION/SECOND: Mueller/Stigney. To Waive the Reading and Introduce the First Reading 32 of Ordinance 801, an Ordinance Amending Title 1000, Chapter 1008 of the Mounds View City 33 Code Regarding Requirements for Signs And Billboards. 34 35 Rich Sonterre, representing ClearChannel Outdoor, indicated that he was surprised to find that 36 this was on the Agenda tonight. He then said that he is here to gather information and express 37 disappointment with the communication that they were not made aware, of this so that they could 38 be present to address the issues. 39 40 Attorney Riggs indicated that some information was delivered to the City, and that can be 41 reviewed, but some of the information has been promised and has not appeared. He then said 42 that the time has come where the City has to do something, and discussions should have begun 43 long ago. 44 45
