Administrator’s Report
January 14, 2008
Page 2

3. Waive Address Requirements for Children Addressing the City Council
At the City Council’s meeting on December 10, 2007, resident Connie Hammes addressed
the City Council with a concern she felt troubling—that every time a child appeared before
the City Council, they are required to give their name and address for the record. This is
then captured in the official meeting minutes which end up posted on the City’s website and
available to anyone worldwide. Ms. Hammes urged the Council to reconsider this policy in
the interest of safety. The Bulletin ran a story in the Dec 19th edition which is attached for
the Council’s review. Does the Council agree to waiving the requirement for minors to
disclose their address for the minutes?

4. Schedule an Emergency Management Closed Session

The City’s Emergency Management Director (Police Chief Mike Sommer) suggests it would
be a good idea to meet for an hour prior to a Council meeting to review the City’s emergency
management plan. Discussion of the plan should be conducted in closed session for issues
of security. Council members Hull and Mueller have not had an opportunity to review the
plan and all council members and department heads would benefit from the review. Would
the Council like to schedule the closed session before one of the February meetings or defer
until a meeting in March?

5. Update of 2007 Strategic Goals

With the assistance of department heads and other key personnel, I am preparing a year-
end update of the 2007 Strategic Goals which I plan on presenting to the Council in
February. Just thought I’d share that with you. At the same time I plan to provide the
Council with a Community Development “Year in Review” report summarizing the
department’s activities in 2007. Other departments will be preparing similar reports.

6. Ramsey County League of Local Governments
This is simply a reminder that the RCLLG organization has scheduled its annual
conversation with Ramey County legislators on Thursday, January 31, 2008 at the North
Oaks Golf Club. The time is from 6:00 pm to 8:30 pm. The cost of the event is $10 if
preregistered by Jan 25 or $15 at the door. Please let me know if any of the Council
members would like to attend this event and I will coordinate the registration.

7. 2008 Leadership and Teambuilding Retreat

I checked with Don Salverda about his availability. As I had indicated at the worksession on
Jan 7, Mr. Salverda can facilitate a two-evening retreat the final week of March, the week
before or during the first two weeks in April. He expressed concern however about dates in
April due to potential difficulties meeting deadlines for the town hall meeting as well as the
fact that April is four months into the year. He suggests perhaps the third week of March if
the last week does not work for the Council. (St. Patrick’s Day and Good Friday fall in the
third week of March.)
