Item No. 7C <br />Meeting Date: February 11, 2008 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution 7223 Establishing a Streets and Utilities <br />Committee <br /> <br />Background: <br />At the March 5, 2007 Work Session, the City Council discussed the creation of a <br />Citizens Task Force to help plan for the future reconstruction of City streets and <br />utilities. <br /> <br />The charge of the Task Force was to: <br />o Develop a Financial Plan for the entire reconstruction <br />program <br />o Develop a street standard or standards that will best meet <br />the needs of the City in partnership with its residents <br />o Develop a Prioritization and Implementation Plan <br />o Develop a Communication Plan <br /> <br />On October 22, 2007, the City Council approved Resolution 7176 adopting the <br />final report for the Street and Utility Improvement Program including all <br />recommendations submitted by the Streets and Utilities Task Force, except for <br />recommendations as they pertain to previously assessed properties. <br /> <br />On January 28, 2008, the City Council approved Resolution 7217 adopting the <br />policy as recommended by the Streets and Utilities Task Forces as it pertained to <br />previously assessed properties and amended resolution 7176 to include this <br />policy. <br /> <br /> <br />Discussion: <br />At the February 4, 2008 Work Session, the City Council discussed the formation <br />of a citizen group to oversee the implementation of the recently adopted Street <br />and Utility Improvement Program. This was in response to proposal made by <br />former members of the Streets and Utilities Task Force to have a formal group <br />that will oversee this program and ensure that it is implemented as adopted. <br /> <br />
