At this Work Session, the City Council did indicate a desire to develop such a <br />group and discussed several aspects as to how the group should be structured. <br />These aspects include (as interpreted and expanded by the Public Works <br />Director): <br /> <br />Purpose and Charge of the Group <br />The overall charge of the group will be to ensure that the Street and Utility <br />Improvement Program it is implemented as adopted. The group will advise and <br />provide recommendations to the City Council on design and financing issues <br />encountered, as well as policy concerns in implementing the program. The group <br />will be an integral part of the communication component of the program. The <br />group will communicate to the public the goal and purpose of the program and <br />will collect and analyze public input. The group will periodically review the <br />program’s financial plan, including review of projections of the funds that finance <br />this program. And finally, the group will periodically report to the City Council on <br />progress and issues associated with implementing this program. <br /> <br />Type of Group <br />The City Council also discussed what type of group this would be: Advisory <br />Group, Commission, or Committee. Council has directed to make this group a <br />Committee, and it will hereafter be referred to as the Streets and Utilities <br />Committee. <br /> <br />Length of Existence <br />It is intended that the purpose of the Streets and Utilities Committee will be <br />fulfilled upon completion of the Street and Utility Improvement Program and <br />therefore can be disbanded. However, since the program also includes other <br />maintenance components of the streets and utilities, beyond the initial 9-year <br />reconstructing phase, future City Councils could review the relevance and <br />effectiveness of this committee and determine whether it should be extended <br />beyond the initial reconstructing phase. <br /> <br />Size and Structure of the Committee <br />It was determined that the Streets and Utilities Committee will be comprised of <br />seven citizen members. Either the Public Works Director or a Staff member <br />appointed by the Public Works Director will act as the Staff liaison to the <br />Committee. The Committee may choose to appoint a chairperson, vise- <br />chairperson, and secretary. The Staff liaison would be eligible for any <br />appointments. <br /> <br />Selections and Terms of Committee Members <br />Citizens of Mounds View who currently do not hold an elected City office are <br />eligible to serve on this committee. The City Council will select committee <br />members based on application submitted to the City. Members of the committee <br />will serve three (3) year staggered terms, with terms expiring December 31 of <br />each year. In order to establish appropriate staggering of terms for the <br />committee members, appointments to a term of less than three (3) years are <br />permissible. Both original and successive appointees shall hold their seat until <br />their successors are appointed and qualified. <br />
