Item No. 8E <br />Meeting Date: February 11, 2008 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution 7222 Authorizing the Preparation of a <br />Joint Powers Agreement and Setting a Public <br />Improvement Hearing Date for the 2008 Street <br />Maintenance Project (Seal Coat Project) <br /> <br />Background: <br />For the 2007 Street Maintenance Project (Seal Coat Project), the City of Mounds <br />View partnered with the City of Spring Lake Park and developed a joint project. It <br />was pointed out that every public improvement project incurs set costs. These <br />include, but are not limited to: advertising, preparation of plans and specifications <br />documents, bid review and tabulation, contract documentation administration, <br />legal review of documents, preconstruction administration, inspections. By <br />partnering with the City of Spring Lake Park, these costs were shared. Said <br />administrative costs, including engineering, were assigned to each City based on <br />the percentage of the project being conducted in each City. <br /> <br />On January 28, 2008 the City Council approved Resolution 7213 authorizing the <br />preparation of a preliminary feasibility report and the selection of a consultant for <br />the 2008 Street Maintenance Project (Seal Coat Project). <br /> <br /> <br /> <br />Discussion: <br />Staff is recommending that the City Council entertain the concept of partnering <br />again with the City of Spring Lake Park for the 2008 Street Maintenance Project <br />as a way to reduce the administrative costs and perhaps receive more favorable <br />bids. <br /> <br />To facilitate the partnering with the City of Spring Lake Park on this project, Staff <br />recommends that a Joint Powers Agreement be created; this agreement will <br />establish the details of the partnership. <br /> <br />
