Item No. 8E Meeting Date: February 11, 2008 Type of Business: CA WK: Work Session; PH: Public Hearing; CA: Consent Agenda; CB: Council Business City Administrator Review _______ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Greg Lee, Director of Public Works Item Title/Subject: Resolution 7222 Authorizing the Preparation of a Joint Powers Agreement and Setting a Public Improvement Hearing Date for the 2008 Street Maintenance Project (Seal Coat Project) Background: For the 2007 Street Maintenance Project (Seal Coat Project), the City of Mounds View partnered with the City of Spring Lake Park and developed a joint project. It was pointed out that every public improvement project incurs set costs. These include, but are not limited to: advertising, preparation of plans and specifications documents, bid review and tabulation, contract documentation administration, legal review of documents, preconstruction administration, inspections. By partnering with the City of Spring Lake Park, these costs were shared. Said administrative costs, including engineering, were assigned to each City based on the percentage of the project being conducted in each City. On January 28, 2008 the City Council approved Resolution 7213 authorizing the preparation of a preliminary feasibility report and the selection of a consultant for the 2008 Street Maintenance Project (Seal Coat Project). Discussion: Staff is recommending that the City Council entertain the concept of partnering again with the City of Spring Lake Park for the 2008 Street Maintenance Project as a way to reduce the administrative costs and perhaps receive more favorable bids. To facilitate the partnering with the City of Spring Lake Park on this project, Staff recommends that a Joint Powers Agreement be created; this agreement will establish the details of the partnership.
