<br /> <br /> <br /> <br /> <br /> <br /> <br />Compensation Services <br /> <br />City of Mounds View, Minnesota <br />Work Plan June 2008 <br /> Objectives <br />Study objectives include conducting a market salary survey for the City of Mounds View and providing an <br />assessment of the City’s compensation policy. <br /> <br />Task I – Conduct Initial Project Meeting <br />• Meet with the City Administrator and other staff as designated to discuss issues and concerns related to <br />compensation, including but not limited to recruitment of employees, retention of employees and any <br />concerns related to ongoing administration and performance of the City’s compensation plan. <br />• Discuss parameters for determining a list of comparable cities to be used for survey purposes in lieu of the <br />DCA Stanton Group 6 cities. <br /> <br />Task II – Collect and Review Background Information <br />• Obtain and review the following information: <br />o The City’s compensation policy <br />o Pay ranges for union and non-union employees <br />o The City’s most recent pay equity report <br />o Current job evaluation points for all City positions working more than 14 hours a week <br />• Obtain electronic version of current job descriptions <br />• Obtain City data to assist in the identification of comparable communities <br /> <br />Task III – Develop a Survey Instrument <br /> <br />• Identify up to 30 positions to be surveyed, in consultation with the City Administrator and designated staff. <br />For each position to be surveyed, obtain the following information from existing job descriptions provided <br />by the City: <br />o A general statement of the work performed <br />o Minimum requirements for the position <br />o Job title of the position’s supervisor <br />o Job titles that report to the position, if applicable. <br />• Identify up to 15 comparable organizations to be surveyed based on such things as geographic location, <br />population, organizational structure, and total tax capacity. <br />• Design a survey instrument to obtain information on each position including but not limited to the 2008 <br />salary range, the actual 2008 salary, the number of FTEs in the position, and other forms of pay received by <br />the position. The survey instrument will also request the percentage by which City salary ranges are being <br />adjusted for 2009, if available <br />
