Item No:7.C.
Meeting Date: September 8, 2008
Type of Business: Council Business
City Administrator Review: ______
City of Mounds View Staff Report

To: Honorable Mayor and City Council
From: Mark Beer, Finance Director
Item Title/Subject: Resolution 7329 Authorizing Certification of the Proposed
General Fund Budget and Property Tax Levy for Fiscal Year
2009

State law requires that the City certify a proposed 2009 General Fund Budget and proposed
2009 property tax levy to Ramsey County by September 15, 2008. This was last discussed
at the September 2, 2008 work session.

The City Council had directed staff to use a preliminary total levy increase of 0%, which
includes all special levies. After working thru the state formula for the additional special levy
for police personnel costs and talking with the Department of Revenue there is no significant
benefit to this new special levy. It was the City Council’s desire to have no increase in the
levy over the previous year. The proposed levy (3,799,393) will be a slight decrease over
2008 (3,838,334) of $38,941 or a reduction of 1%. Once this amount is set, the levy can not
be increased.

Respectfully submitted,

___________________________
Mark Beer
