Staff Recommendation: <br />The position of top supervisory employee for the Public Works Department is one that has <br />involved controversy over the years. In the past, the top person has been a Public Works <br />Director/City Engineer then Foreman and back to Public Works Director/City Engineer. In the <br />mid-1980's, the City had a Public Works Director/City Engineer and then Public Works Foreman <br />at a time when the County or contract providers were responsible for snowplowing, patching, <br />street sweeping, cracksealing and all forms of pavement management. Also, the City lacked <br />any formal preventive maintenance and inspection programs for underground utilities or the <br />operational responsibility for a sophisticated water treatment facility. It was not until the current <br />Public Works Supervisor and former Public Works Director/City Engineer that the City's public <br />works operations expanded to the current levels of service. The City assumed responsibility for <br />plowing and related activities just prior to Ric Minetor's employment. <br />The level of service, operational technology, preventive maintenance and strategic departmental <br />planning have greatly expanded in the past several years. The duties and responsibilities that <br />were consistent with the position of Public Works Director in the past bear little resemblance to <br />the duties and responsibilities currently undertaken by the top supervisory person, the Public <br />Works Supervisor. <br />Public Works Lead Pay <br />Since the current Public Works Supervisor has assumed expanded duties, the responsibility for <br />second in command duties has fallen to Tim Pittman. When the Public Works Supervisor is at <br />meetings, training sessions or in consultation with developers or the engineer, Mr. Pittman <br />assumes the duties more consistent of a foreman or lead person. <br />The current hierarchy of Public Works position and responsibilities demonstrates a need to <br />evaluate a "lead" Public Works position to formally act in a second -in -command capacity. <br />While it is not recommended that the City create a foreman position at this time, it is <br />recommended that Mr. Pittman be formally designated as the second -in -command with the <br />additional designation as "lead" with a salary adjustment of $.75 per hour increase. <br />Current salary: $14.73/hour <br />1994 Adjustment of 2.5% $15.10/hour <br />$.75/hr. lncrease $15.85/hour <br />1993 Stanton Lead Pay (does not include 1994 adjustments of 2-3%) <br />Apple Valley $16.83 <br />Roseville $15.67 <br />Chanhassen $17.84 <br />Champlin $15.77 <br />Average: $16.53 <br />
