One of the goals of the <br /> Plan was to develop Ardan Park into a community park with playground <br /> equipment and recreational amenities. It was the request of the Commission <br /> that the compost site be removed from the park to facilitate plans to turn <br /> the area into a functional park. <br /> Prior to the Commission's request, the. Council had discussed the <br /> possibility of moving the compost site to another location in Mounds View. <br /> A site near the new golf . cpurse was discussed with Ramsey County <br /> ' Commissioner Dick Wedell and other County officials. <br /> • The discussions regarding the placement of the compost site were prompted <br /> by on-going complaints from area residents regarding the offensive odors <br /> emanating from the compost site. The City also had concerns about the site <br /> due to the increasing amount of illegal dumping taking place on the site. <br /> In 1993 , the City incurred over $6, 000 in clean-up costs due to illegal <br /> dumping in City parks and open spaces - $4, 000 of those costs were paid to <br /> clean up just the Ardan Park site. The problem of illegal dumping of non <br /> compost materials is getting worse and the costs escalating. <br /> In the last issue of the City .newsletter, Mounds View Matters, Ramsey <br /> County funded a postcard survey. The purpose was .to gauge the reactions of <br /> Mounds View residents to the possibility of the compost site being moved <br /> to another site in Mounds View or closed and other Ramsey County compost <br /> sites remaining available for use by Mounds View residents. <br /> The results of the survey (attached) were discussed at the April Work <br /> Session as well as e County's determination that the property near the <br /> golf course <br /> .. dr ,te.-,,,..0L___. <br /> Samantha • duno, Ci .
