_ Department of Public Health
Division of Solid Waste
Zack Hansen,Manager
1910 West County Road B,#206 Tel:612-292-7900
RAMSEY COUNTY Roseville,MN 55113 Fax:612-633-0571
May 13, 1994
Samantha Orduno, Administrator
City of Mounds View
2401 Highway 10
Mounds View, MN 55112
Dear Samantha:
I am-writing to follow up-on the City Council meeting of May 2, 1994
during which the yard waste site in Ardan Park was discussed. This
letter addresses several issues that came up, and presents a work plan
for proceeding to address the Council' s concerns.
The following issues came up at the Mounds View meeting:
1. Alternative sites:
The attached work plan includes tasks associated with searching for
a new site. Please review and comment on the plan so that we can
proceed. Note that it contains a very aggressive timeline.
2. Dumping on site:
Dumping in the Park has been a problem, according to the City. The
attached workplan contains several actions that can be taken now to
begin to address this problem. This is a mutual issue, and we ask.
that the City assist in preventing problems by taking the following
actions:
• remove the brush on-site at the present time
• refrain from using Ardan Park park as a brush storage area
• post "No Dumping" signs in the vicinity
If these are not possible, we will need to discuss some short term
( inexpensive) measures to restrict access by the public when the
yard waste site is not attended.
3. Odor:
We have records of only two odor complaints in 1993, both from the
same household. If you have any records, we would appreciate
receiving them as well.
We acknowledge that composting produces odor. The key is to manage
the site so that odors are minimized and do not become offensive.
We are voluntarily undertaking the. following steps to mitigate
potential odors:
Minnesota's First Home Rule County
printed on recycled paper with a minimum of 10%post•consumer content
(""ME) -
