Cord. , plus $1, 000 in <br /> office furniture) <br /> 26, 000 *** (Not dependent on expansion or new <br /> positions) <br /> EMPLOYEE SALARIES <br /> Earlier this year, the Governor proposed an across the board salary <br /> freeze for public employees (except teachers) . The proposal, though <br /> generally accepted by the public (who were never made aware of the <br /> inherent problems in such action) , was not incorporated into law by <br /> the Legislature. While the Governor never misses an opportunity to <br /> call for a voluntary freeze, he has yet to address how a one year <br /> freeze will solve either the State or the cities' long term <br /> problems. Past experiences from other states have proven that wage <br /> freezes are only stop gap measures that do not solve, nor even <br /> begin to address, long range problems and generally result in <br /> higher increases in future years. <br /> While I do not favor a salary freeze for employees, I do recommend <br /> that the $27, 000 set aside in the 1994 budget for Stanton increases <br /> be eliminated. Preliminary Pay Equity analysis indicate that the <br /> City will retain its compliance status in 1994 , given the 2 . 5% ACA <br /> proposed increase.
