Limiting the total number of access points to <br /> adjacent properties. <br /> 2 . Acquiring right-of-way for future needs . <br /> 3. Estimating future traffic demands. <br /> 4. Allowing themajor arterials of the--City--to <br /> function properly and carry the majority of <br /> vehicular traffic. <br /> PLAN <br /> Streets and Parking <br /> The development of Mounds View as a bedroom suburb has led directly <br /> to its dependance upon the automobile as the principal mode of <br /> -transportation. This dependance, and the lack of planning <br /> accompanying it, has created significant problems in both vehicle <br /> movement and parking.
