A <br /> • <br /> new parking facilities and the upgrade of existing facilities. The <br /> inter-City vehicular movement problem is more complex. The City is <br /> currently serviced by two principal arterials - Interstate 35W on <br /> the Eastern border of the City, and Highway 10 . I-35W provides <br /> residents with convenient and high speed regional access. Highway <br /> 10 currently provides regional access on a limited basis . It is <br /> anticipated that this function will be eliminated with the <br /> completion of New Highway 10 on the City's Northern border. New <br /> Highway 10, with controlled and limited access points, should <br /> provide commuter traffic with a more desirable transit alternative <br /> to that presently existing on Highway 10. Traffic volume on <br /> Highway 10 is expected to drop significantly in response to this <br /> new alternative and, reclassification of Highway 10 to a lower <br /> classification, possibly that of intermediate arterial, is <br /> feasible. This reclassification is somewhat dependant upon Ramsey <br /> County's program of turning back control of County maintained <br /> roadways to local governments . <br /> Within the City itself, most roadways serve as minor arterials - <br /> connecting established and fully developed residential <br /> neighborhoods with the principal arterials servicing the City. <br /> With the anticipated reclassification of Highway 10, the City has <br /> an opportunity to control both use and access of this most vital <br /> City roadway. Special consideration should be given to upgrading <br /> and improving the visual impact of the roadway. Its future <br /> function as a "main street" would benefit greatly from controls on <br /> land uses and landscaping. <br /> Collector streets within the City are limited in number but, high <br /> in use. The majority are County maintained however, maintenance is <br /> anticipated to become the responsibility of the City in the near <br /> future. <br /> RECOMMENDATIONS <br /> Streets and Parking <br /> 1. Designation of streets should be made according to their <br /> functional-classification a-s-defined by theMetropolitanCouncil. <br /> These classifications include: <br /> * Principal Arterials <br /> * Intermediate Arterials <br /> * Minor Arterials <br /> * Collector Streets <br /> * Local Streets <br /> 2 . The City should continue to take an active role in the design <br /> and construction of New Highway 10 to ensure that negative impacts <br /> on the surrounding properties are minimized. <br /> 3. Access to properties along Highway 10 should be limited and the <br /> use of access points other than those directly off of Highway 10 <br />
