d. Limit access to major streets and roads to the <br /> periphery of residential neighborhoods. <br /> e. Create and maintain land use districts within the <br /> City based upon physical and man-made barriers. <br /> Goal 5: View commercial development as a vehicle for the expansion <br /> of tax and employment bases within the City. <br /> Policies: a. Maintain and expand the City's commercial tax base <br /> in order to reduce the dependance upon residential <br /> ' taxes to pay for essentialservices. __ ____ <br /> b. Direct commercial development within the City to <br /> insure that it becomes an asset rather than a <br /> liability. <br /> c . Encourage those commercial activities which are <br /> complimentary to existing land uses and facilitate <br /> their implementation into the overall plan of the <br /> City. <br /> Goal 6: Through staff review, provide for safe, attractive and <br /> accessible commercial development within Mounds View. <br /> Policies: a. Develop commercial properties as cohesive units with <br /> adequate off-street parking facilities. <br /> b. Insure that commercial developments are adequately <br /> buffered from adjacent residential properties. <br /> c . The location of commercial developments shall be <br /> subject to review to insure their compatibility the <br /> adjoining neighborhood, land use and traffic <br /> circulation pattern. <br /> d. Where possible, access to major commercial centers <br /> shall be limited to major streets or roadways. <br /> e. Pedestrian access to and within commercial centers <br /> shall be provided when feasible. <br /> f. To the extent possible, the City shall cooperate <br /> with existing and potential commercial development <br /> in creating site plans which address ingress and <br /> egress, parking and landscaping. <br /> g. Enact City codes which provide for the maintenance <br /> of commercial properties with established City goals <br /> and policies . <br /> h. Major retail and commercial centers shall be located <br />
