November 24, 2008 Item No. 7G <br />Page 2 <br />Points addressed during the discussion included whether or not there is a need for <br />additional parking along the north side of Hillview Road adjacent to the park, whether or <br />not there is a need for more room to accommodate parking along Greenwood Drive <br />adjacent to the park, and whether or not the current parking restriction on the south side of <br />Hillview Road across from the park should be continued. <br />A Staff Report had been provided to the City Council for the discussion on November 10, <br />2008. Please refer to that Staff Report as necessary for additional background information <br />on this issue. Included with the November 10, 2008 Staff Report were figures showing <br />options for parking along Hillview Road and Greenwood Drive adjacent to the park. Those <br />figures are included again with this Staff Report for reference: <br />x Figure 1: The “short” Option for angled parking along the north side of <br />Hillview Road. Angled parking would be restricted to in front of <br />the park building only. <br />x Figure 2: The “long” Option for angled parking along the north side of <br />Hillview Road. Angled parking would be provided for the entire <br />block from Long Lake Road to Greenwood Drive. This figure <br />also shows the option for a “bump out” along the east side of <br />Greenwood Drive to provide more room for parallel parking <br />adjacent to the park. <br />At the conclusion of the discussion, Council stated their position on the issue. A summary <br />of the Council position as understood by Staff is as follows: <br />x Additional parking is desired along Hillview Road, especially near the park <br />building. <br />x The “short” Option is preferred for the addition of angled parking stalls along <br />Hillview Road. <br />x The “bump out” along Greenwood Drive is not needed. <br />x The no parking restriction along the south side of Hillview Road across from <br />the park should remain as is for now. However, the City should research the <br />history on why that restriction was established. As time goes on, if there is a <br />need for additional parking near the park, the City could consider removal of <br />the restriction. <br />x Park dedication funds should not be used for the parking improvements on <br />Hillview Road. Those improvements should be financed by the street fund. <br />No formal action was taken by the Council on November 10, 2008 regarding this issue.
