November 24, 2008 Item No. 7H <br />Page 4 <br />Cost Estimate and Financing <br />As shown in the Bonestroo proposal letter, the estimated cost of the analysis is $9,000. <br />Funding for the new analysis would be taken from the Storm Water Fund (245-4415-3030). <br />There is an existing balance of $7,794 in the fund. An additional funding source would <br />need to be identified for the estimated $1,206 balance of the work. <br />Impact to 2009-2010 Street & Utility Improvement Project <br />Sherwood Road <br />Since Sherwood Road is included in the 2009-2010 SUIP, it is necessary to determine <br />what storm sewer improvements, if any, are needed along Sherwood Road. Any needed <br />improvements would be included in the 2009-2010 SUIP. <br />The proposed drainage analysis would identify the storm sewer work needed on Sherwood <br />Road. Therefore, if the drainage analysis is authorized, it will need to be completed before <br />the construction plan for Sherwood Road could be completed. As a result, the schedule <br />for the 2009-2010 SUIP would be modified to incorporate the drainage analysis. <br />Schedule <br />As noted in the proposal, the estimated time to perform the analysis is two weeks. If the <br />work were authorized by the Council on November 24, 2008, allowing for the Thanksgiving <br />Holiday the analysis would be completed by December 12, 2008. The results of the <br />analysis could then be presented at the December 22, 2008 City Council meeting. <br />Assuming the analysis finds a reasonable solution, the construction plans for the <br />2009-2010 SUIP could also be prepared for consideration of approval on December 22, <br />2008. Any improvements identified by the analysis could be incorporated into those plans. <br />Based on a December 22, 2008 plan approval, bids for the project could be opened on <br />January 29, 2009. This is one week later than the original project schedule that had been <br />prepared for the 2009-2010 SUIP. However, because of the calendar, the bid results <br />could be presented to the City Council on February 9, 2009 for consideration of a contract <br />award. This is the same date as the original project schedule. <br />Following the schedule outlined above, even with the inclusion of the proposed drainage <br />analysis, the 2009-2010 SUIP can remain on the original project schedule for award of a <br />contract in February and start of construction in early May 2009.
