November 24, 2008 Item No. 7J <br />Page 4 <br />Permits and Approvals <br />Council approval of the plans and specifications will trigger the next series of steps, <br />which include obtaining approvals from Ramsey County and MnDOT Federal Aid Office, <br />as well as necessary permits. <br />This project will require the following permits and approvals: <br />Permit/Approval Agency Status/Timeline <br />Watershed Permit Rice Creek Watershed Board Action January 28, 2009 <br />General Permit <br />Army Corps of <br />Engineers (ACOE)Currently under review <br />Permit St. Paul Water Utility Currently under review <br />Wetland Permit (WCA) Rice Creek Watershed <br />Will be submitted following <br />ACOE approval <br />Plan Approval Ramsey County Anticipated December 3, 2008 <br />Project Memorandum <br />Approval MnDOT Federal Aid Anticipated December 16, 2009 <br />Plan Approval MnDOT Federal Aid Anticipated February 3, 2010 <br />Changes to the plans may occur as a result of comments received from Ramsey County <br />and MnDOT through the review and approval process. It is anticipated that the changes <br />will be minor in scope. Ramsey County has already reviewed draft construction plans <br />and provided comments, and their comments have been incorporated into the current <br />plans. Such minor changes in the plans do not require further Council review or <br />approval. The minor changes will simply be incorporated into the final signed plan <br />documents prior to award of a construction contract. Copies of the signed plan sets will <br />be provided to the City. <br />If any comments from the review agencies were to require more significant changes in <br />the project, Staff would bring the requested changes to the City Council for <br />consideration and direction. <br />Easements <br />In the course of preparing the detailed construction plans, Staff identified several <br />easements that will be required for the project. Two permanent easements will be <br />required, along with seven temporary construction easements. <br />Each required easement is relatively small in size. Five of the temporary easements <br />are less than 1000 square feet in area. The largest easements are needed from the <br />MultiTech property, where approximately 16,500 square feet in permanent easement <br />and 4,500 square feet of temporary easement are needed.
