<br />2016 Priorities Update Report <br />Nov 7, 2016 <br />Page 3 <br /> <br />COMMUNITY DEVELOPMENT <br /> <br /> <br />Encourage development and promote programs and opportunities to improve <br />neighborhoods and eliminate blight <br /> <br />• Staff has prepared handouts which highlight developable sites and properties <br />potentially available to be assembled for redevelopment. <br />• Meet with interested builders and developers. <br />• Ensure City website is updated to reflect internal and external programs designed <br />to support development. <br />• Meet with the Housing Resource Center to better promote programs. <br />• Continue Code Enforcement efforts to improve neighborhoods and address <br />blighting influences. <br /> <br /> <br />Develop the vision associated with Crossroad Pointe <br /> <br /> <br />• Discuss development scenarios with the Beard Group, the entity presently <br />controlling the property via a pre-development agreement with the City. <br />• Consult with financial advisor to assess viability of using tax credits or tax <br />increment financing. <br />• The Beard Group was recently awarded a grant in the amount of $85,000 from <br />Ramsey County to assist in the project development. <br />• Re-evaluate development options and scenarios subsequent to the Beard <br />Group’s predevelopment agreement termination. <br />• Discussion scheduled with the Council to consider process moving forward <br />regarding site and development potential <br /> <br /> <br /> <br />FINANCE <br /> <br />Implement technology enhancements to expand access and availability to residents, <br />businesses and City departments; provide for greater security in parks and City buildings <br />• Security camera installation will begin this month at City Hall and the Community <br />Center. <br />• Staff is reviewing a timesheet program to improve efficiency and reduce <br />employee administrative costs. <br />• Security cameras have been installed in both locations and are fully <br />operational. <br />• Finance Dept staff will demo timesheet software at the City of North St. <br />Paul. <br />
