Mounds View City Council April 28, 2014 <br />Regular Meeting Page 2 <br /> <br />Aaron Nielsen, CPA with MMKR Certified Public Accountants reviewed the City’s audit in 1 <br />detail with the Council. He provided highlights on the management report. Fund balances were 2 <br />discussed along with the Mounds View’s net position. 3 <br /> 4 <br />Mayor Flaherty thanked Mr. Nielsen for his report and commended Finance Director Beer for his 5 <br />efforts on behalf of the City. 6 <br /> 7 <br /> B. Mayoral Proclamation Establishing May as “Building Safety Month” 8 <br /> 9 <br />Mayor Flaherty read a proclamation declaring May to be Building Safety Month in the City of 10 <br />Mounds View. 11 <br /> 12 <br /> C. Mayoral Proclamation – National Police Week 13 <br /> 14 <br />Mayor Flaherty read a proclamation declaring May 11, 2014 through May 17, 2014 to be 15 <br />National Police Week in the City of Mounds View. 16 <br /> 17 <br />7. COUNCIL BUSINESS 18 <br />A. 7:00 p.m. Public Hearing, Resolution 8248, Consideration of a Conditional 19 <br />Use Permit for an Oversize Garage at 8312 Red Oak Drive. 20 <br /> 21 <br />Planning Associate Heller indicated the applicant, Chuck Pelton, is requesting approval of a 22 <br />conditional use permit for an oversize detached garage on his property at 8312 Red Oak Drive. 23 <br />The applicant wants to expand his house by attaching the existing detached garage and turning it 24 <br />into living space. He then plans to build a new 1,800 square foot garage behind the house with a 25 <br />driveway. 26 <br /> 27 <br />Planning Associate Heller explained the applicant submitted plans for a garage larger than what 28 <br />City Code allows without a conditional use permit. Any building larger than 952 square feet 29 <br />must get City approval of a conditional use permit. The applicant will also be installing a 30 <br />driveway that connects to the existing driveway and leads to the new garage in the backyard. She 31 <br />reviewed the conditional use permit requirements per City Code and noted the Planning 32 <br />Commission recommended approval of the Conditional Use Permit as requested. 33 <br /> 34 <br />Mayor Flaherty opened the public hearing at 7:40 p.m. 35 <br /> 36 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:40 p.m. 37 <br /> 38 <br />Council Member Meehlhause asked what was being stored in the existing garage. Chuck Pelton, 39 <br />8312 Red Oak Drive, commented his plan was to store his vehicles in the new garage. 40 <br /> 41 <br />Council Member Meehlhause suggested the garage be moved closer to the property line as this 42 <br />would create a straighter driveway for the applicant. Mr. Pelton stated the trees and power line in 43 <br />the rear yard may not make this possible. 44 <br /> 45
