Item No: 7H
Meeting Date: February 13, 2017
Type of Business: CB
Administrator Review: ____

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Don Peterson, Public Works Supervisor
Item Title/Subject: Resolution 8709 Approving the purchase of One (1)
Replacement Dump Truck
Background:
In 2003, the City purchased a Ford Sterling L-8500 Series Dump Truck. This dump
truck, unit #424, has been used to perform many routine Public Works duties such as
snow removal, ice control, hauling of material and debris, and street maintenance
activities such as asphalt paving.

The City has had the practice of replacing dump trucks on a fifteen-year cycle. This 15
year trade-in period allows the fleet to be economically maintained without having major
repair bills which are not typically recovered in the trade-in values.

In 2015, Staff recommended an under body plow be installed on unit #445 in order to
help reduce the amount of salt being applied to the roads. Also in 2015, Staff
recommended the time frame to replace unit #424, be moved up for replacement so that
all three (3) dump trucks would be equipped with under body plows.

Discussion:
Public Works Staff is recommending replacing this unit with a similar dump truck. Public
Works Staff has researched and demo’d trucks available on the State contract along
with researching the plow components also available on the State Contract.

Upon consensus of the Staff that demo’d the trucks, the recommended unit is a 2017
Mack GU532 SBA, single axle unit, with a Cummins ISL-D 345hp diesel engine, Allison
3000-RDS 6 speed transmission from Nuss Truck & Equipment which is under the State
contract and is in the amount of $88,832.00, not including license and transfer fees.

In addition to the truck itself, additional equipment and options are necessary to fully
utilize this truck and they include: a dump body, front plow, wing plow, snowplowing light
package, underbody scraper and controls. These items can be purchased and installed
by Towmaster Truck Equipment, under the State contract in the amount of $110,367.00.
The total for both the truck and plow equipment $199,199.00.

Nuss Truck & Equipment has given the City a quote for a trade-in on unit #424, 2003 L-
8500 in the amount of $48,000.00. This trade-in value speaks highly of the condition of
the truck and the preventative maintenance that has been performed by the past and
