Mounds View City Council March 13, 2017 <br />Regular Meeting Page 4 <br /> <br /> 1 <br />City Council Hull questioned when the Council would be addressing the action steps for the 2 <br />2017 goals. City Administrator Ericson reported this would be determined by the City Council 3 <br />and could be addressed at an upcoming work session meeting. 4 <br /> 5 <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8731, 6 <br />Approving 2017 City Council Goals and Priorities. 7 <br /> 8 <br />Council Member Meehlhause commended staff for completing four of the goals on the Council’s 9 <br />2016 list. 10 <br /> 11 <br /> Ayes – 4 Nays – 0 Motion carried. 12 <br /> 13 <br />E. Resolution 8732, Providing for the Sale of $6,000,000 General Obligation 14 <br />Capital Improvement Plan Bonds, Series 2017A. 15 <br /> 16 <br />Finance Director Beer requested the Council provide for the sale of $6,000,000 General 17 <br />Obligation Capital Improvement Plan Bonds, Series 2017A. He explained these bonds would be 18 <br />used for the Public Works Facility. He noted the Council would be reviewing the bids for these 19 <br />bonds on Monday, April 10th. 20 <br /> 21 <br />Stacie Kvilvang, Ehlers & Associates, introduced herself to the Council and noted she worked 22 <br />with the City on bond sales that were competitively bid. She anticipated the City would receive a 23 <br />successful sale on these bonds give the current market and the City’s financial rating. 24 <br /> 25 <br />Council Member Meehlhause requested further information on the City’s bonding capacity. Ms. 26 <br />Kvilvang described the City’s bonding capacity in detail with the Council. 27 <br /> 28 <br />Council Member Hull questioned when these bonds would be on the tax rolls. Finance Director 29 <br />Beer reported this would occur in 2018. 30 <br /> 31 <br />MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 8732, 32 <br />Providing for the Sale of $6,000,000 General Obligation Capital Improvement Plan Bonds, 33 <br />Series 2017A. 34 <br /> 35 <br /> Ayes – 4 Nays – 0 Motion carried. 36 <br /> 37 <br />F. Resolution 8733, Authorizing a Budget Adjustment for the MVCC Building 38 <br />Alterations. 39 <br /> 40 <br />Public Works Supervisor Peterson requested the Council authorize a budget adjustment for the 41 <br />MVCC building alterations. He explained that with the staff turnover at the MVCC several 42 <br />adjustments were made to the plans for the MVCC. He described these changes and noted the 43 <br />cost was over the spending threshold, which required a budget adjustment.
