Item 9C <br />June 12, 2017 <br />Page 4 <br /> <br /> <br />Staff visited the site again after the Planning Commission meeting (refer to Site Photo). <br /> The existing trees and chain-link fence along the north property line of 4825 Mustang <br />Cir does not adequately screen the shared parking areas from the adjacent mobile <br />home park. 6 <br /> <br />Regarding screening, the Resolution includes a requirement for additional screening <br />consisting of 8’ tall pine trees or a 6’ tall solid fence, to be determined by the applicant. <br /> <br />Regarding landscaping, Staff’s recommendation is to require the landscaping as shown <br />on the Site Plan. <br /> <br />The Planning Commission discussed whether the landscaping is necessary, being that <br />the area is industrial. <br /> <br />It is Staff’s interpretation of the City Code that the intent of these requirements is to <br />beautify the property no matter its use. The City Code allows for a 15% reduction of <br />landscaping because the property is zoned I-1. Additionally, Staff is supportive of a <br />further reduction (46%) due to the extensive wetland on the property. The remainder <br />are the trees and shrubs as shown in the table on page 3 (5 pine trees, 4 ornamental <br />trees, and 27 shrubs). <br /> <br />A landscape escrow or letter of credit equal to 150% of the cost of materials and labor <br />(or $10,000, whichever is less) is recommended as a condition of the Development <br />Review. The escrow/letter of credit may be released one-year after the certificate of <br />occupancy is issued, and upon inspection of the landscaping. <br /> <br />A 4’ tall wrought-iron fence will be installed within the front yard. During the June 7th <br />Planning Commission meeting, the applicant expressed an interest in applying for a <br />Variance to the front yard fence height. If applied for, this will be addressed by the <br />Planning Commission at a later date. <br /> <br />Screening & Buffering: <br />Non-residential parking lots consisting of 5 or more spaces are required to be screened <br />from view from residential uses 7. Towns Edge Mobile Home Park is adjacent to 4825 <br />Mustang Cir. and is partially screened by existing trees along the common property line. <br /> <br />The City Code requires that such screening consist of pine trees not less than 8’ in <br />height, berming, or a solid fence at least 6’ in height. <br /> <br />(Please refer to screening discussed under “Landscaping” on the previous page). <br /> <br />Adjacent to the west is Rice Creek Regional Park, screened by existing wooded areas. <br /> <br /> <br /> <br /> 6 Mounds View Municipal Code, Section 1103.08, Subd 6 (Required Screening) 7 Mounds View Municipal Code, Section 1121.09, Subd 12 (Required Screening)
