Item No: 09E <br />Meeting Date: July 10, 2017 <br />Type of Business: CB <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br /> <br />From: Desaree Crane, Assistant City Administrator <br /> <br />Item Title/Subject: Resolution 8789, Approving the Hire of Jacob Martin to <br />the Housing/Code Enforcement Inspector Position in the <br />Community Development Department <br /> <br /> <br />Background: <br /> <br />At the May 22, 2016, City Council Meeting, the City Council authorized Staff to advertise for the <br />position of Housing/Code Enforcement Inspector and approved a new pay plan. Staff advertised <br />for the position on the City’s website, League of Minnesota Cities website, and the Star Tribune. <br />Staff received thirteen (13) applications and interviewed five (5). <br /> <br />Discussion: <br /> <br />Staff interviewed five (5) candidates. The panel consisted of Building Official Steve Thorp, SBM <br />Firefighter Maddison Zikmund, and me. It was the consensus of the interview panel to <br />recommend Jacob Martin to the position of Housing/Code Enforcement Inspector. <br /> <br />Mr. Martin currently works as a Housing Inspector II with the City of Minneapolis. The Housing <br />Inspector II job duties included rental licensing inspections and code enforcement. Mr. Martin has <br />his ICC and AACE Property Housing Inspector Certification and his Building Inspector Certificate. <br /> <br />The Housing/Code Enforcement Inspector is a non-exempt, non-union position. Mr. Martin, if <br />hired, would start at Step 3 of the pay scale at $28.33/hour, with an increase to Step 4 of the <br />salary range (currently at $29.91/hr) after one year of employment. All step/wage increases would <br />be contingent on satisfactory job performance. <br /> <br />Mr. Martin would begin in his new position on or about Tuesday, July 25, 2017. <br /> <br />All background and reference checks are satisfactory. <br /> <br />Recommendation: <br /> <br />Staff recommends the City Council adopt Resolution 8787, a resolution approving the hire of <br />Jacob Martin to the position of Housing/Code Enforcement Inspector. <br /> <br />Respectfully submitted, <br /> <br />________________________ <br />Desaree Crane
