RESOLUTION 8792 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />ACCEPTING QUOTES AND AWARDING CONTRACT TO WENCK ASSOCIATES FOR <br />CONDUCTING A LIMITED SITE INVESTIGATION AT THE PUBLIC WORKS FACILITY SITE <br /> <br />WHEREAS, During site preparation for the new Public Works Facility, a previously abandoned-in- <br />place used oil underground storage tank was discovered and removed; and <br /> <br />WHEREAS, The Minnesota State Duty Officer was notified of a release on May 26, 2017 and the <br />Minnesota Pollution Control Agency sent a letter on June 21, 2017 requesting a Limited Site Investigation <br />be conducted; and <br /> <br />WHEREAS, Public Works Staff has completed a Standard Scope Limited Site Investigation Form <br />in-house and submitted it to seven (7) qualified Environmental Consulting firms and received four (4) <br />quotes; and <br /> <br />WHEREAS, The summary of quotes is as follows: <br /> <br />Rank Environmental Consultant (City, State) Quote Amount <br />Low Wenck Associates (Woodbury, MN) $8,959.00 <br />2 Bay West LLC (Saint Paul, MN) $9,292.90 <br />3 MidAmerica Technical and Environmental Services (Oakdale, MN) $10,922.15 <br />4 Antea Group (Shoreview, MN) $11,981.60 <br /> <br />WHEREAS, Wenck Associates of Woodbury, Minnesota submitted the lowest quote of $8,959.00 <br />to conduct a Limited Site Investigation; and <br /> <br />WHEREAS, Wenck Associates also submitted a quote of $1,000.00 to complete and submit the <br />Petrofund Reimbursement Forms after successful completion of the Limited Site Investigation; and <br /> <br />WHEREAS, The Minnesota Pollution Control Agency’s Petroleum Brownfield Program is a fee-for- <br />service program with reduced review and approval times of 30 working days compared to 120 days if <br />reviewed by the Minnesota Pollution Control Agency project manager assigned to the project. The <br />estimated fee for this reduced review time is estimated to be $1,500.00; and <br /> <br />WHEREAS, Public Works Staff recommends approving a Professional Services Agreement with <br />Wenck Associates for performing the Limited Site Investigation. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey <br />County, Minnesota as follows: <br /> <br />1. The quote for $8,959.00 submitted by Wenck Associates of Woodbury, Minnesota for conducting the <br />Limited Site Investigation and the quote for $1,000.00 for completing the Petrofund Reimbursement <br />Forms are hereby approved. <br /> <br />2. Submitting the completed Limited Site Investigation Report through the Minnesota Pollution Control <br />Agency’s Petroleum Brownfield Program at an estimated cost of $1,500.00 in order to reduce review <br />time and potential project delays is hereby approved. <br /> <br />
