<br /> <br />Item 9B <br />July 24, 2017 <br />Page 2 <br /> <br />During the May 8, 2017, City Council Public Hearing, a number of residents expressed <br />concern about additional traffic on Groveland Rd. to be generated by the proposed <br />apartments, and if additional apartments were needed in Mounds View. <br /> <br />MWF Properties commissioned a Traffic Impact Study (attached), and a Housing <br />Market Study. The Traffic Study is summarized below. The Housing Study would be <br />more appropriately discussed as part of the Development Review. <br /> <br /> <br />Analysis <br />Preliminary Plat drawings, dated June 13, 2017, were submitted on June 15th by the <br />Community Development Dept. to: Public Works Dept., City Attorney, SBM Fire Dept., <br />Rice Creek Watershed District (RCWD), Ramsey County Highway Dept., and Ramsey <br />County Surveyor’s office. Comments were received from: <br /> <br />Brian Erickson, Mounds View Public Works, June 14, 2017 <br />Samantha Berger, Rice Creek Watershed District, June 23, 2017 <br />Mike Winfield, Ramsey County Surveyor’s office, July 17, 2017 <br />Steve Thorp, Mounds View Community Development (Fire), July 18, 2017 <br /> <br />Comments received, in general, referred to standard requirements from each agency. <br />Preliminary Plat drawings were revised and resubmitted, dated July 13, 2017 and July <br />18, 2017. <br /> <br />The property is zoned R-4 High Density Residential, is within the County Road 10 <br />Corridor Overlay District, and is guided as Mixed Use Planned Unit Development (PUD) <br />in the Comprehensive Plan. <br /> <br />Lot dimensions <br /> Minimum Req. Proposed <br />Lot Area 2,500 sq ft p/unit 2,596 sq ft p/unit <br />Lot Width 100’ (varies, but exceeds 100’) <br />Front Setback 5’* 7’ <br />Side Setback 20’ 21’ <br />Rear Setback 50’ 150’ <br />Max Height 3 stories 3 stories (46’) <br /> <br />* Within the County Road 10 Overlay District, the setback is <br />suggested to be not more than 5’ from the Mounds View <br />Blvd ROW. Within the R-4 district, the minimum front yard <br />setback is 30’. <br /> <br />Access & Traffic Access to the site is proposed onto Groveland Rd. A <br />previous sketch plan proposed a right-in/right-out access <br />onto Mounds View Blvd (CSAH 10) at the southwest corner <br />of the property, but was denied by Ramsey County. <br /> <br />
