A process should be developed for <br />the notification of property owners and solicitation of the work. <br />Staff feels a possible approach would be to utilize the Neighborhood <br />Preconstruction Meeting. The standard schedule for each project <br />within the Street and Utility Improvement Program includes the holding <br />of a Neighborhood Preconstruction Meeting prior to the start of <br />construction. The Meeting would typically be held in late March, and <br />construction typically starts in early to mid May. <br />The Neighborhood Preconstruction Meeting requires that a notice be <br />mailed to each property to inform and invite them to the Meeting. This <br />notice could be prepared to include preliminary information on the <br />opportunity for private improvements as part of the project. The <br />presentation given at the Meeting could also include a section to <br />provide information on this subject. <br />Issues such as the modification of an existing driveway within City <br />Code requirements could apply to any property within the project area, <br />and therefore information on this topic could be included in the general <br />Meeting notice sent out. However, other issues will apply to only a <br />small number of specific properties within a project area. For example, <br />the City can identify in advance those properties with multiple existing <br />driveways, or those that may meet the criteria for future lot split. <br />Since there is a benefit to the City to have as much of these private <br />improvements done under the City contract as possible, to avoid cut-in <br />or disturbance of the new street at a later date, the City should actively <br />solicit the work for those properties with specific situations, such as the <br />multiple driveway or potential lot split. <br />This could be done through the development of supplements for the <br />Meeting notice. A separate supplement could be prepared for each <br />type of improvement, and could be included with the general notice for <br />the Neighborhood Preconstruction Meeting. For example, for a <br />property that is a potential future lot split, a separate sheet would be <br />included with the general Neighborhood Preconstruction Meeting <br />notice to inform them of this fact, so that they are aware of it and can <br />give it consideration in advance of when construction starts. If the <br />property owner wants more information on the subject, they can get it <br />by either attending the Neighborhood Preconstruction Meeting or by <br />contacting City Staff directly.
