A <br /> REQUEST FOR COUNCIL CONSIDERATION Report Number <br /> Section: 9 3- <br /> :al-CS <br /> 93-654C <br /> Report Date: 10-21-93 <br /> EN STAFF REPORT Council Action: <br /> 0 Special Order of Business <br /> CITY COUNCIL MEETING DATE October 25, 1993 0 Public Hearings <br /> ❑ Consent Agenda <br /> ) Council Business <br /> Item Description: Consideration Approving the Contract Between the Spring Lake Park, Blaine <br /> and Mounds View Fire Department and the Twin City Army Ammunition Plan (TCCAP) <br /> Administrators Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanatiop/Summary (attach supplement sheets as necessary.) <br /> UMMARY; <br /> In an effort to reduce the costs to the three cities, the Fire Department <br /> has successfully negotiated a contract for fire services with the Twin <br /> Cities ARMY Ammunition Plant (TCAAP) . <br /> • <br /> The Fire Department will provide fire services to the plant at a cost of <br /> $85, 000 (excluding buildings leased by Alliant Tech. , Army Reserves, and <br /> National Guard. The site, located approximately 20 minutes from our <br /> stations, is expected to generate no more than four or five calls per year <br /> plus an appropriate amount of time drilling at the site. <br /> One unusual feature consists of Federal requirements that, while drilling <br /> or firefighting at the facility, firefighters must be paid the minimum wage <br /> in the fire contract of the former fire department. This is not a <br /> substantial amount. of money, but it is disconcerting that, once again, a <br /> Federal agency is dictating what a local unit of government must pay their <br /> employees for services. <br /> The bottom line to the contract is that it is a very good contract, one <br /> that represents yet another fine example of inter-governmental cooperation <br /> and also an opportunit to reduce the three cities budget amount for fire <br /> -services area wide. -1 <br /> _ (Q9 <br /> Saman ha Or uno, City Administrator <br /> RECOMMENDATION: <br /> Motion to approve the contract for fire services between Spring Lank Park- <br /> Blaine-Mounds View Fire Department and TCAAP. <br />
