Council, Advisory Commissions, Elections, City Hall, Legal, Fire, <br /> and Clerk-Administrator's office. <br /> 1) City Council - The City Council is comprised of five elected officials, the <br /> Mayor and four Councilmembers, serving non-consecutive terms who, as <br /> a body, are responsible for the administration of the City. Basically, the <br /> objectives of the City Council are identical to those of the City's <br /> Departments, as the Council sets the goals and policies which determine <br /> each department's objectives. It is anticipated that the level of service <br /> provided by the City Council, as it relates to being a division of the <br /> l • - 011i • I • be chan•ed and an <br /> increased impact on the City's budget will only result from inflationary <br /> factors, compensation increases, or increases in fees, dues, or other <br /> expenses contained within the City Council budget. <br /> 2) Advisory Commissions - The City's active advisory <br /> commissions include Planning, Civil Service, Environmental <br /> Quality Task Force, Charter Commission, Cable Commission and Parks and <br /> Recreation Commission. The Commissions serve as advisory bodies <br /> to the City Council and, when functioning jointly with other political <br /> subdivisions, operate as an administrative body responsible to the City <br /> Council. <br /> It has been several years since the City Charter has been <br /> reviewed and updated according to current needs, future <br /> trends and community directives. At the 1991 Council/Staff <br /> Goalsetting session, the City Council and staff identified the <br /> need to review the City Charter with the purpose of <br /> establishing consistency of practice with current needs and <br /> expectations oftheou-ncil,—staff and the community. As a <br /> result of Goalsetting analysis, the_ Council will direct the Charter <br /> Commission to undertake an in-depth examination of the Charter based <br /> on Council guidelines. It is anticipated that the Charter Commission will <br /> report their recommendations to the Council late in 1992. <br /> It is not anticipated that the activities of the City's <br /> Commissions will significantly impact upon the annual budget. Any <br /> budgetary increases are expected- to result–from increases in general <br /> operating expense. <br /> 2 <br />
