Progress Update: Initial steps began in 1992 with <br /> recarpeting, new paint and office space reconfiguration. <br /> A Community Development Block Grant from Ramsey County provided <br /> funds to rehab the lobby floor and entry way to meet American Disability <br /> Act standards. <br /> CREATE METHODS FOR UPGRADE AND <br /> REHABILITATION OF EXISTING BUILDINGS <br /> Progress Update: The City has begun work with Ramsey <br /> County to participate in their grant and loan programs for home rehab. <br /> DEVELOP AND PLAN TOWARDS TURNING HIGHWAY 10 INTO <br /> A CITY DOWNTOWN BOULEVARD <br /> Progress Update: As a result of the Ramsey County Local <br /> Government Study Commission, many streets within the City boundaries <br /> will be considered for "turnback" to the City from the County. Also, under <br /> consideration is the possibility of Highway 10 becoming a county road or <br /> perhaps later, a City-owned road once Highway 610 <br /> completed. <br /> DEVELOP A FINANCIAL PLAN OF SELF SUFFICIENCY IN <br /> DEVELOPMENT OF THE CITY <br /> Progress Update: Continued reductions in LGA and in 1992, the <br /> imposition of sales tax on cities has made establishment of a plan of self <br /> sufficiency more vital. In an effort to establish an independence from the <br /> State Aid Programs, the City began in 1992, a program commitment to <br /> user fee—based—activities—The—establishment of—a_stre_e_tlight—utility, <br /> consideration of franchise fees and the proposed City-owned golf course <br /> are important progress steps towards financial stability and self sufficiency. <br /> IMPROVE AND EXPAND INFRASTRUCTURE <br /> Progress Update: In 1991 Public Works/Engineering completed a City- <br /> wide street inventory. In 1992 the new, larger volume, water treatment <br /> facility was completed. And, by the Fall of 1992 theiCity wilFhave <br /> removed two old, inefficient water towers and replace them with a higher <br /> capacity, technologically efficient water tower. <br /> 9 <br />
