Mounds View City Council January 8, 2007 <br />Regular Meeting Page 11 <br /> <br /> 1 <br />Council Member Mueller requested that Item C be removed for discussion. 2 <br /> 3 <br />Mayor Marty removed Item D for discussion. 4 <br /> 5 <br />MOTION/SECOND: Flaherty/Mueller. To Approve Consent Agenda Items A, B, and E. 6 <br /> 7 <br /> Ayes – 5 Nays – 0 Motion carried. 8 <br /> 9 <br />C. Resolution 7000, Approving an Agreement for Maintenance and EVP 10 <br /> System Agreement for the Traffic Control Signals at County Road J and 11 <br /> Xylite Street, and County Road J and Coral Sea Street 12 <br /> 13 <br />Council Member Mueller indicated that she understands that the City is sharing the maintenance 14 <br />of the control signals but she was wondering if the configuration of the control signals is set in 15 <br />stone or whether it could be debated. She then said that the intersection of County Road H and 16 <br />County Road 10 and County Road H and County Road H2 do not function correctly for safe 17 <br />passage of residents and commuters. 18 <br /> 19 <br />Public Works Director Lee indicated that these intersections have been reviewed by Staff, the 20 <br />City of Blaine, Anoka County, Ramsey County, and Mn/DOT and they are adequate for today’s 21 <br />standards. He then said that at County Road H and County Road 10 that is part of the corridor 22 <br />improvement plan because the left turn lanes would make the intersection function properly. 23 <br /> 24 <br />Council Member Mueller asked if the new construction was designed to accommodate future 25 <br />office traffic. 26 <br /> 27 <br />Public Works Director Lee indicated that be believed that it had been designed with that in mind. 28 <br /> 29 <br />Council Member Flaherty asked why this was acted on in Blaine back in April and why there was 30 <br />such a delay getting this to Council. 31 <br /> 32 <br />Director Lee indicated that the City’s attorney found an issue with the indemnification clauses 33 <br />and that was brought up with the County and they sat on it for a while. He then said that Ramsey 34 <br />County is the lead agency on this project so the timing was based upon their ability to complete 35 <br />the documents. 36 <br /> 37 <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Approve Resolution 7000, 38 <br />Approving an Agreement for Maintenance and EVP System Agreement for the Traffic Control 39 <br />Signals at County Road J and Xylite Street, and County Road J and Coral Sea Street. 40 <br /> 41 <br /> Ayes – 5 Nays – 0 Motion carried. 42 <br /> 43 <br /> D. Resolution 7002, Approving to Hire a Replacement for a Part Time Cable TV 44 <br /> Operator in the Mounds View Cable Department 45
