Mounds View City Council April 9, 2007 <br />Regular Meeting Page 3 <br /> <br /> 1 <br />Hearing no public comments, Mayor Marty closed the public hearing. 2 <br /> 3 <br />Council Member Mueller said that it appears to her that the lot to the north has a lower grade 4 <br />than the others and she is wondering if there is a requirement that any runoff from the area will 5 <br />stay on the property and not travel to adjoining lots. 6 <br /> 7 <br />Planner Heller indicated that it is a City requirement that no drainage can leave the property. 8 <br /> 9 <br />Council Member Flaherty said that this would be contingent upon Rice Creek Watershed 10 <br />requirements. 11 <br /> 12 <br />Mayor Marty indicated that he remembers this from last year and was surprised that the process 13 <br />was not completed. 14 <br /> 15 <br />Mayor Marty would like to work with the property owner to save the big trees on the lots but 16 <br />would like to remove the diseased trees prior to the construction. 17 <br /> 18 <br />The Applicant said that they took down a lot of diseased trees except for one by the power line. 19 <br /> 20 <br />MOTION/SECOND: Stigney/Mueller. To Waive the Reading and Approve Resolution 7058, 21 <br />Approving a Preliminary Plat for a Major Subdivision of the Property Located at 8360 Long 22 <br />Lake Road. 23 <br /> 24 <br /> Ayes – 5 Nays – 0 Motion carried. 25 <br /> 26 <br /> B. Public Hearing to Consider Second Reading of Ordinance 787, Approving an 27 <br /> Amendment to Chapter 1102 of the Mounds View Zoning Code to Define 28 <br /> Health and Beauty Services 29 <br /> 30 <br />Community Development Director Ericson noted this would be the second reading and adoption 31 <br />of Ordinance 787, approving an amendment to Chapter 1102 to clarify the definition of health 32 <br />and beauty services within the Code. He then read the proposed definition amendment. 33 <br /> 34 <br />Mayor Marty opened the public hearing. 35 <br /> 36 <br />Hearing no public comments, Mayor Marty closed the public hearing. 37 <br /> 38 <br />Council Member Flaherty said that he thought that “and the like” language was to be removed. 39 <br /> 40 <br />City Administrator Ulrich indicated that Council Member Stigney was referring to the Planning 41 <br />Commission’s Resolution version and the page behind it is the Council Resolution for 42 <br />consideration. 43 <br /> 44
